Debate at the meeting of the Secretariat for Procedures and Voting, where disciplinary measures will be taken for 6 deputies of the Democratic Party.
Among those who requested this measure, DP deputy, Edmond Spaho, while asking some questions about why the Investigative Commission for McGonigal is not set up, asked for his word in the hall, while arguing with the president, Klotilda Bushka.
He said that SPAK does not open investigations into the McGonigal case and his connections with Rama, as he is afraid of the prime minister.
"The meeting takes place on the first working day, and you should have held it yesterday. What you are doing is illegal. I will appeal this violation to the Administrative Court. Apart from other reasons, I do not want a dictatorship to be allowed to be installed here. What are we asking that you are surprised to talk about this big scandal?! What happened in the USA? Congress is investigating. We ask for the same thing. SPAK does not exist and there is no reason to investigate Edi Rama, and to investigate the Assembly, where at least the opposition is, to investigate the facts. Even the investigative commission does not understand that we have tried how to block this commission. Who has McGonigal been dating? Did he exert pressure? Has he met with legislators?! Let me speak, lady, because you are afraid of what Edi Rama says. Are you excluding me? That you have made the decision. Listen to me why I protest, don't take my word for it. I am the one who will speak here, I have the right to speak because you are expelling me, I don't allow you. If you act like a grasshopper, you will listen to me. Ore, you are acting with force, I am respecting the rules. You can't stop me", he said.
Among other things, deputy Spaho emphasized that such a measure has never happened in the Parliament of Albania, adding that he will pursue it in court.
"The assembly is expelling me, the vice president is expelling me. You're excluding me. You tell me that I broke the rules of the parliament, I say no because I asked for things in the interest of the country. Question session, the establishment of the Commission of Inquiry. What happens, the prime minister does not come and you do not agree to set up Commissions of Inquiry. Now the Prime Minister comes out and says in the media that I do not allow the Commission of Inquiry. But what does the Constitutional Court say? That the Commission of Inquiry is mandatory to be set up. Then I should not stand up for this right of mine that the prime minister is taking from me by force? Suspending the constitutional rights of the deputies means a coup d'état, practically. My behavior is the result of the violation of my rights. I will not allow it, I will search everywhere, I will make noise, I will blow the whistle, I will even break chairs for my right. I will demand the right and I will defend the rights... The event we are talking about has implications, money has been paid to take away my rights as an opposition, to destroy the opposition. This mechanism is used only to destroy. You are taking action against me, you want to ban me for 20 days, how can this happen? I have blocked the work of the Assembly in the plenary session because I want it to be investigated because foreign officials were bought to eliminate the opposition. You have the signatures and you don't want to call those MPs, their signatures are regular. You are breaking the rules by becoming Edi Rama's puppet. Politically, it is acting as a command in the worst and ugliest way. I do not agree and I will pursue it in court money was paid to take away my rights as an opposition, to destroy the opposition.
