INSTAT data shows that 584,616 students were enrolled in 9-year-old schools, high schools and students in higher education during the 2020-2021 school year. This figure was considered one of the lowest considered 4.6% compared to the 2019-2020 school year.
The emptiness of universities was also viewed as similar for the 2022 academic year. The University of Tirana had 5133 students and to guarantee that universities should not be emptied and thus come with the graduation of teachers, translators and historians, the Ministry of Education found one of the most controversial solutions, affecting the quality of audiences. For those targeting teaching, the average admission will remain 7.5, but for others the threshold has been lowered, bringing the average 6.5, for anyone aiming to pursue studies for translators, psychologists, social workers, cicero, historian, geographer. The Minister of Education and Sport considered the government's decision an opportunity for seniors and said that "not all those who go for language – literature want to become teachers". But poor exam results from the 2022 measure once again repeated the problems that cause constant changes in education, furthermore when they are performed to fill universities so as not to be empty.
Ministers who don't know what they're doing
Education Minister Evis Kushi, during the government meeting recalled the 2017 reform changes that brought the admission threshold to a minimum of 7.5 for teaching. "With today's decision we also enable seniors who complete studies with an average of 6.5 to enter these primary programs, but they will have a special code in the number of matrixes that will later not continue for the teacher but in other master's cycle programs for other professions" Kushi further added.
The State Prom portal shows the quota figures reflected for the 2022-2023 academic year. It turns out that the most affected faculties are that of Foreign Languages, that of History and philosophy, where the branches of teaching are. Practically the Faculty of Foreign Languages will host 135 fewer students next year, while the History branch will accept 70 fewer students, followed by Journalism, Archaeology and Geography.
Unresolved university problems
The Albanian Higher Education System has been at the centre of criticism for years due to its numerous problems, starting from tariffs and moving to university infrastructure as well as the methodologies used. Education expert Dr. Valbona Nathanaili talks about "Signal" and does a scanner of current university problems.
"Currently in Albania, we have more graduates, but the well-being of the country has not increased. Rather!" she says, adding that in many branches especially in the less preferred ones and where even lower-average students go, Bachelor's study programs have the main goal of filling the gaps in pre-university education. "If it is tolerated with scientific content in pre-university education, placing more emphasis on competence and less on knowledge, the first to suffer the consequences are institutions of higher education", says professor of sciences.
The expert also places an emphasis on inflation of the country's average high school grade, where she believes it has reached a frightening level, once again bringing to attention the need to restore competition for admission to university study branches. Ms Nathanaili also states that universities should have courage not to accept students who do not meet their requirements. "When I say courage, I have in mind that in Albania there are many universities, which as the main source of finance have the income from the tuition fee", says the professor, adding that the three years of Bachelor's with those requirements that the study programme has and with that level of preparation coming from high schools, the majority of young people, They don't prepare for a master's degree, much less for the labour market.
"The chain is maintained that it should not be broken", says the expert, who does not forget to propose even some solutions to the problems faced at Albanian universities.
"The role of the MAS in Higher Education must be regulatory, given the identification of problems, with courage and transparency. A solution may be the right of universities to offer courses or schools that prepare student candidates in a given branch," says Ms. Nathanaili, naming these schools as a bridge from high school to high school. It also brings to attention the setting of quotas for certain branches by mas which are divided between public and private universities, as a way to orient more young people towards the needs that the labour market has, to reduce the dependence of universities on the number of young people enrolling in them, to increase the quality of schooling as well as to make universities more competitive by encouraging them to open new research branches.
Students blame infrastructure
Loreta Koleci, a third-year student of Journalism and Communication Sciences and an activist in the Movement for University, sees the problem of the Albanian university system elsewhere.
"The first are the conditions where we study, lecture halls, seminars as well as literature that is used. In view of the tariffs we pay, we are not returned to anything, neither as infrastructure nor anything," says the new one, which for the Education Ministry's initiative to lower the average sees it as a misstep.
