A day after Deputy Prime Minister Belinda Balluku publicly revealed in the "Dry Lake" area the presence of a 9-story building without a building permit managed by businessman Julian alias Lulzim Morina, it seems that the situation of reporting this illegality was made 15 months ago .

It turns out that the businessman Morina has been prosecuted by the prosecutor's office of Tirana, for the charge of "Construction without permission" for profit purposes.

But in fact, no measure of arrest has been implemented for him by the prosecution body.

Ora News reveals that since May 8, 2021, in the Tirana prosecutor's office, an investigative material has been registered, received from police station No. 1 in Tirana.

The investigative practice was followed by the head of the police station at that time, Olger Torba, who found that the businessman Lulzim Morina was building additional floors, outside of the permit approved by the municipality of Tirana.

Based on this investigative practice with No. 5862, the prosecutor's office of Tirana turns out to have registered criminal proceedings No. 4144. The criminal file has been "enriched" with other documents from institutions such as INUV and IKMT, which have brought their practices to the prosecutor's office.

From the material that exists in the file, there is a series of satellite photos from 2021 and 2022.

This is a satellite image from October 2021, where it is clearly shown that in this place, there were no objects under construction, and apparently, the land surface is not occupied by buildings.

The head of police station No. 1 in Tirana, Olger Torba, is known to have left his post at this institution in October 2021, being transferred to police station No. 5 in Kamëz.

While this is another photo from March 2022, where this palace is being built without permission in this empty territory, which was denounced two days ago by the Deputy Prime Minister, Belinda Balluku.

According to prosecutor's sources for this building Julian (Lul) Morina, there was no construction permit and the building was erected quickly in record time.

At the same time, Morina has violated the rules and laws of urban planning, for the building that has a permit, by building two more floors outside the permit approved by the municipality.

But it is learned that, surprisingly, the investigations into this case have been stopped by the prosecutor's office with the argument that there was no criminal offense.

The case has been followed by the prosecutor Arian Përmeti, and what is already known is the fact that there is no measure of prohibition against Morina from the accusation of the capital.
