"Mountains Package", Rama: We don't have it for big investors, none of them will benefit from territories. We have it for the citizens

Prime Minister Edi Rama, accompanied by the Minister of State for Local Government Ervin Demo, the Minister of Justice Toni Gogu, the Minister of Tourism, Culture and Sports Blendi Gonxhja, as well as the political leader of the Tirana district, Ogerta Manastirliu, held a meeting with representatives of agritourism in Tirana to present the "Mountain Package".

The program aims to give a new impetus to the country's tourism industry, supporting the development of rural areas and addressing the problems inherited from Law 7501.

Rama explained that this project is intended to provide a solution to a major problem that has hindered investments in rural areas.

Rama explained the reason why this project was born, as he said, "The Mountains Package was born from the need to address a very big problem, which is Law 7501.

"Many people have money, but they don't have title to the property.

Now, through the Mountain Package, anyone can invest, by obtaining permission from the Municipality. The Municipality receives the request, posts a list for 45 days and makes the request public. If there are no objections, the list goes to the Municipal Council, which approves it. You do not receive a title deed immediately, but you only have the right to invest there.

"Only after you have completed the construction, you receive the title deed. If someone appears who claims the property with arguments, then the state deals with that person. The program is only for those who want to build on the land of their ancestors and will have our full support," said Rama.

Referring to the misinterpretation of the program, Rama explained that: 

"The Mountain Package, I believe that each of you may want to have an agritourism network and that is what the package is for. Contrary to what has been misrepresented or distorted in the media, it is not a package for large companies or investors.

"It is not a package to give public territories for private development; that is not its purpose and object. It arose from the need to address a very big problem, of Law 7501 and the conflict with this law."

Edi Rama also explained how the application procedure for the "Mountain Package" works, emphasizing its transparency and simplicity.

“With the Mountain Package, this is made possible by applying to the municipality. The municipality receives and posts a list for 45 days. If there are no objections, the list goes to the Municipal Council, which approves it. The person applies with the project, the project is approved and they build. Only after you have completed the construction, you receive the title of ownership over that construction. There is no title of ownership without investing in that land. If someone else appears claiming the property, then it is up to the state to compensate the person.”

Finally, the Prime Minister also focused on the importance of service in tourism.

"Service is very important and prices should not be high enough to scare tourists. This part is very important, so that as many people as possible visit Albania. For this, we need a good service culture. Tourism should be our priority, because it brings stable income and grows the country's economy."
