Albania is mentioned as one of the possible options for Russian President Vladimir Putin's flight itinerary, should he decide to attend the upcoming summit with Donald Trump in Budapest. Due to the bans and sanctions in force by the European Union, Putin's trip to Hungary faces serious logistical, political and legal difficulties.
To reach Budapest, the Russian presidential plane will have to pass over the airspace of NATO or EU countries, including countries that have been declared "unfriendly" by Moscow.
The route through Ukraine or countries like Poland and Slovakia is unacceptable.
A more realistic alternative is mentioned as an itinerary through Turkey, the Mediterranean, Montenegro or Albania and Kosovo, then Serbia and finally Hungary.
This "Balkan corridor," as Russian experts call it, is seen as the only real option, although even it is not without risks.
Pro-Kremlin channels on Telegram have raised concerns about flight safety, even mentioning the need for a NATO or US air escort over European territory, a suggestion that seems unlikely to materialize.
On the other hand, Hungary, although a political ally of Putin, is a member of the International Criminal Court (ICC). This would theoretically oblige it to arrest the Russian president if he enters its territory, due to an arrest warrant issued by the ICC for war crimes and crimes against humanity in Ukraine. Budapest has announced its withdrawal from the Court, but it does not enter into force for a year.
European diplomatic sources point out that any such flights would require special authorizations from EU member states, due to the current ban on Russian flights. The European Commission has confirmed that it is individual countries that can grant exemptions, but nothing is guaranteed.
Hosting such a summit in Budapest is seen as a propaganda victory for the Kremlin and a challenge to the European Union. It is also a direct blow to Ukraine, as Budapest was the site of the 1994 Budapest Memorandum, in which Ukraine surrendered its nuclear arsenal in exchange for guarantees of sovereignty and territorial integrity - guarantees that Russia has since violated.
