The MABCO company, led by Behgjet Pacolli, has opposed the termination of the concession contract for Vlora Airport, accusing Albanian state institutions of illegally excluding it from the investment and exerting pressure on it.
In a statement to the media, the company's lawyer, Arlind Ahmetaj, said that MABCO, which according to him owns 98% of the investment, has been kept off the construction site for a year, despite official documentation that, according to him, proves this situation.
Ahmetaj stated that on April 3, 2025, an attempt was made to purchase investment quotas, while adding that the government is aware of the developments that, according to him, began in August 2025. He also claimed that MABCO representatives were physically prevented from entering the airport.
According to the lawyer, in March 2026, the company had invited Prime Minister Edi Rama for a visit to the terminal, but instead he was attended by representatives of the Ministry of Infrastructure and Energy, who, according to him, refused to conduct the inspection and only visited the offices of the 2A Group company.
Ahmetaj stated that after the restoration of normality at VIA, on May 26, 2026, the Ministry of Infrastructure and Energy exerted pressure, intimidation and ultimatums on the company. He added that MABCO has filed 10 criminal reports, which, according to him, have not been reviewed by the competent authorities.
The lawyer emphasized that the company does not consider Article 15.4 as a legal basis for canceling the project and requested explanations for the reasons for not finalizing the works.
In conclusion, Ahmetaj stated that MABCO will pursue all legal avenues, including international arbitration, to protect its rights, emphasizing that the company does not accept the termination of the concession contract.
"The authorities have illegally excluded us from the investment. We do not accept the claims of the contracting authority. For a year, MABCO, which owns 98% of the investment, has been kept off the site by the institutions.
This is confirmed by 90 official documents. On April 3, 2025, an attempt was made to purchase investment quotas. A debate was artificially created.
The government knows what happened in August 2025, when the scenario for this investment was launched. MABCO was physically prevented from entering the airport. It was prevented by a structured criminal group.
In March 2026, we invited Prime Minister Rama for a visit to the terminal, but instead, representatives of the Ministry of Infrastructure and Energy came, who refused to conduct the inspection and only entered the offices of 2A Group.
On May 26, 2026, normality was restored to VIA. Immediately after this victory, the Ministry of Infrastructure and Energy engaged in exerting pressure, intimidation, and ultimatums against us.
There are 10 criminal charges filed by MABCO that have not been reviewed at all. MABCO has endured a year of injustice. This is a constructed scenario with a predetermined outcome. Article 15.4 is not a license to cancel the project.
"The Ministry of Infrastructure and Energy is silent about the reasons why the work has not been completed. MABCO will exercise all legal rights in all international mechanisms. We do not accept the termination of the concession contract," said Arlind Ahmetaj, MABCO's lawyer, among other things.
Meanwhile, Agon Pacolli has stated that 95% of the works at Vlora Airport have been completed. Pacolli said that work at the airport was planned to be completed within 3 weeks.
Pacolli also announced the invoices that, according to him, the MACBO company paid for the commissioning of Vlora Airport.
