Very soon the revolt took on a political character, a fact about which SHIK also informed the government
Even the investigative commission admits that the peak of the revolts has reached political reasons and the leaders of the opposition at the time were put in charge of the demonstrations and rallies.
The commission seeks to answer the question of what were the causes that turned peaceful protests into confrontations with the state, into violent and armed clashes that also produced victims?
The first in the long series of illegal and unconstitutional decisions, according to the investigative commission, was the one of January 26, 1997. The Assembly authorized the President "To use the armed forces in aid of public order to preserve state institutions." This act caused great irritation.
On the same day, President Sali Berisha under the title of Commander-in-Chief of the Armed Forces issues order no. 25 "On the use of the armed forces in aid of public order". The order did not clarify how many should be the forces that will be transferred from the army to the order. Also, it did not clarify whether their use will be only for the protection of state institutions.
This order was implemented at that time by Interior Minister Halit Shamata and Defense Minister Safet Zhulali.
On the same day, the former Chief of Staff, Sheme Kosova, issues 19 orders to the Army Divisions for putting them in combat readiness and securing passageways in the territory of central and southern Albania.
What is considered serious is the fact that we are in the moments when the population of the southern cities is still unarmed, but the army creates the impression that it is preparing for a clash.
In the course of this legal dispute, on February 10, with order no. 8, the Minister of the Interior, Halit Shamata, requests to be supplied by the Ministry of Defense with armored personnel carriers in order to help law and order.
On March 1, the Chief of the General Staff, Sheme Kosova, issues order no. 25, for the movement of the Zallher Tank Brigade in the direction of Fier.
"It turns out that people like Agim Shehu, Bashkim Gazidede, Xhait Xhaferi, Sokol Mulosmani, leaders of the military structures of the state, have participated and played a special role in this situation in the clashes with the peaceful revolts of the people in its beginnings in Vlora, directly affecting the aggravation of the situation".
On February 3, 1997, the two former Ministers of Interior and Defense issued joint acts in implementation of the order of President Sali Berisha for the activation of army forces to ensure order.
They were sporadic, because the president of that time asked to organize volunteer troops from the north and take them to the south because the entire revolt was in the south. Saliu did this, but they did not answer him. He took some of them to Vlora and they surrendered,' said Spartak Ngjela, former chairman of the investigative commission '97
Map for the deployment of forces in the South, Braho: Fratricidal scenario in the leap year
Spartak Braho, who was the vice-president of this commission, says that the conclusions are based on the examination of original documents during the investigation of this case and not on hypotheses.
"'In reality, orders were given for mobilization, for arrests, for mass murders, for clashes between the military structures and the people, and in the end a completely correct idea was created for someone who cares about the North clashing with the South," says Spartak Braho, Former - vice president of the investigative commission '97.
After investigating the documents in several dicasteries, it was discovered that there was a map compiled for the deployment of forces and the preservation of facilities. In the map found in the Operational Directorate in the Ministry of Defense with No. 7 dated 4.3.1997, the hot areas for which military operational actions would be undertaken are best shown.
After the irritation of the population, Sali Berisha, through order 26 dated February 18, 1997, removed the army forces from the commitment to maintain order. But, despite this, on February 28, it is again ordered to send the Army forces.
Former Chief of General Staff Sheme Kosova, on the same day, orders the movement of the Commando Brigade from Tirana to Fier. Likewise, a day later, on March 1, he issued another order for the movement of the Zallherr Tank Brigade in the direction of Fier.
All these decisions are before the state of emergency was declared, on March 2, 1997. On this same day, the Mexican government also resigned, but Albania was in flames.
'For me it was a script laid down on paper, on the table with criminal composure that was executed point by point. They say today that the Democratic Party or the government opened the warehouses, but it had everything in hand, why would it open them, it's absurd, said Gëzim Zilja, former mayor of Vlorë.
"Recruitment of the population and combat order in the area of Fier", the two suspicious acts of the former head of SHIK during the riots
This is one of the many secret combat orders issued by the former head of SHIK Bashkim Gazidede.
The document signed on March 2 bears the heading: Lufatarak order r.1, it defines the combat actions that will be carried out by the first battalion of the national information service.
"The 'civilian' general who would suppress the revolts", the former member of the Investigative Commission talks about the power scenarios
Orders to the generals of the armed forces, orders to the minister of defense, order to appoint Gazidede. Bombardment orders to the south. In the history of the state, Albanians rarely put their signatures, but who could oppose Berisha' said Spartak Braho, vice-chairman of the investigative commission '97
At the end of the report, the commission concluded that the revolt started because the state was regressive, the government cheated by inciting the financial crisis. Further, popular revolts were violently suppressed.
"The main culprit is Sali Berisha, together with the help of other state leaders, including Safet Zhulali, Gazidede, who without any motive from the head of a civil institution such as Shiko, without any motive was appointed the general of the operation that would suppress southern rebel gangs. Berisha should have answered legally for this alone,' said Spartak Braho, former vice-chairman of the investigative commission '97.
"They machine-gunned my apartment", the right-wing ex-mayor accuses the perpetrators of '97 by name
Gëzim Zilja, who has written two books about what Vlora experienced and claims to have seen who burned the city, does not leave the opposition of Vlora out of responsibility either.
Skender Gjinushi was here, Frrok Cupi, Paskal Milo, Arben Malaj were here. Let them say how much and what their role is. Neritan Ceka was in Elbasan and became a minister, Arben Malaj a minister, Paskali a minister, Skenderi became the speaker of the Parliament, Mejdani who was in that group that came and went from Vlora became president, they did not have enough merit to receive all these posts... how much they have influenced and how much they have done with their words, I know this' said Gëzim Zilja, former mayor of Vlorë
Early elections were held in June 1997, where the Socialist Party won convincingly. On this same day, Gëzim Zile's house was machine-gunned, an indication that the country had not yet found peace.
On June 28, 1997, around 10:00 at night, when it was announced that the Socialist Party won convincingly, my house was machine-gunned with 30 or so bullets. I was at home with my wife, we laid down in the boat and crawled to the neighbor's house. That day in the morning I finally left Vlora' said Gëzim Zilja, former mayor of Vlora.
