The head of SPAK, Altin Dumani, during the presentation of the annual report for 2024 to the Laws Committee, raised a number of problems that the institution he leads is facing.

One of the issues he emphasized was the lack of a digital wallet for storing cryptocurrencies seized by the Special Prosecution Office.

"In 2024 alone, we have seized over 11 million euros in crypto assets. We are currently in the process of seizing an even larger amount, but we face difficulties due to the lack of the necessary infrastructure ," said Dumani.

He emphasized that SPAK does not currently have an official digital wallet for managing and storing cryptocurrencies that are blocked during investigations.

Dumani requested changes to relevant legislation, including Law No. 1902, which regulates issues of confiscation and seized assets.

The head of SPAK also requested intervention in the law on confiscation of property, saying that there are two European countries that have requested the division of confiscated property in our country, after Albanian citizens committed criminal offenses there.

"If you look at it, over the years SPAK has increased the number of money laundering cases. The value of seized and confiscated assets has increased significantly. We are always conducting property investigations when we have identified persons. An important element is cooperation with our counterparts outside Albania. Where for Albanian citizens who have been convicted of a case related to organized crime, we, with our partners, have registered property proceedings in Albania. I am talking about Albanian citizens who have not committed criminal offenses in Albania, but have transferred assets to Albania, we have registered property proceedings, we have seized and confiscated. The time has come for us to discuss with our counterparts now, the division of confiscated assets between states. Here there is a need to intervene in the system to improve this aspect, as there are two states that have requested the division of confiscated assets ," said Dumani.

In his speech, Dumani also spoke about continuous pressure from political, media and organized crime groups, which according to him, undermine the integrity of prosecutors and the continuity of investigations.

He also highlighted the challenges in international cooperation, especially regarding extraditions. Dumani specifically mentioned the difficulties with the extradition of Albanian citizens from the United Arab Emirates, who are wanted for serious criminal cases under investigation by SPAK.

"There is still uncertainty regarding the division of powers with the General Prosecutor's Office, especially in the recognition of foreign decisions and extradition issues ," he said.

Altin Dumani also requested the establishment of a special analytical unit within SPAK, to strengthen investigative capacities, as well as to accelerate the process of digitizing cases, which is still in development.
