Running for MP, SPAK takes Plarent Ndreca and 15 other officials to trial

Socialist Party MP Plarent Ndreca

The Special Court has passed the case file against Socialist Party MP Plarent Ndreca, accused of abusing his office when he was Secretary General of the Ministry of Interior, in connection with tenders for the reconstruction of police stations.

Along with Ndreca, there are 15 other people in the file, mainly officials or former officials of the Bidding Commission.

Ndreca is currently a candidate for deputy for the SP, while he has already been taken into custody by SPAK.

Judge Elsa Ulliri accepted SPAK's request this Wednesday, where the main accusation is the violation of equality in tenders.

DECISION:

Plarent Ndreca has been officially charged by SPAK for committing the criminal offense of "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by article 258-25 of the Criminal Code.

1. The Special Prosecution Office against Corruption and Organized Crime on 25.11.2024 submitted to the Court the request with the subject: "Sending to trial the criminal case pertaining to criminal proceedings No. 240 of 2021 against the defendants Plarent Ndreca, Denisa Skënderaj, Blendi Kovi, Lira Kolasi, Ferdinant Tarazhi, Grida Isufi, Jonarda Qurku, Lindita Mukaj, Silva Dauti, Denisa Klosi, Julia Hysa, Elora Kokalari, Aida Shehi, Klejdi Meço, Emiliano Mehmeti and Erand Rroboçi".

2. In the session of 20.03.2025 (preliminary session), the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of Judge Elsa Ulliri, after reviewing the claims of the parties, with decision No. 41, dated 20.03.2025, decided:

1. Acceptance of the request.

2. Sending to court the criminal case pertaining to criminal proceedings No. 240 of 2021 against the defendants: i. nPlarent Pjetër Ndreca accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

ii. Denisa Flamur Skënderaj accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

iii. Blendi Zoji Kovi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

iv. Lira Viktor Kolasi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

v. Ferdinant Jak Tarazhi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed at Rruga “Jordan Misja” No. 1, 1057 Tirana; tel/fax 0035542231527; ykyta.gov.al cooperation provided for by article 258-25 of the Criminal Code (as provided before the amendments made by law No. 43/2021);

vi. Grida Alfred Isufi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

vii. Jonarda Kristo Qurku accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

viii. Lindita Izet Mukaj accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

ix. Silva Marigo Dauti accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

x. Deni Ismail Klosi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Penal Code (as provided before the amendments made by Law No. 43/2021);

xi. Julia Arqile Hysa (Done) accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

xii. Elora Arian Kokalari accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

xiii. Aida Rexhep Shehi accused of committing the criminal offense "Violation of equality of participants in tenders or public auctions", committed in collaboration provided for by Article 258-25 of the Criminal Code (as provided before the amendments made by Law No. 43/2021);

xiv. Klejdi Kujtim Meço, accused of committing the criminal offense "Forgery of documents", committed in collaboration as provided for in Article 186, paragraph three, and Article 25 of the Criminal Code;

xv. Emiliano Flamur Mehmeti accused of committing the criminal offense "Forgery of documents", committed in collaboration provided for by Article 186, paragraph three, and Article 25 of the Criminal Code;

xvi. Erand Majko Rroboçi accused of committing the criminal offense "Forgery of documents", committed in collaboration as provided for in Article 186, paragraph three, and Article 25 of the Criminal Code.

4. The trial file pursuant to Article 332/ë/4 of the Code of Criminal Procedure will contain all acts committed during the preliminary investigations and contained in the criminal file of criminal proceedings No. 240/2021 of the Special Prosecutor's Office against Corruption and Organized Crime, as well as the acts committed during the preliminary session.

5. The requests for summary judgment filed by all defendants, with the exception of defendant Plarent Ndreca, also become part of the trial file.

6. No appeal is allowed against this decision.
