Another even more banal scandal has been investigated and proven in the Librazhd City Hall. It is once again the Librazhd Municipality that does not issue tenders without manipulating prices and violating equality in tenders.

This time the facts are even more stubborn than ever, directly implicating the head of the municipality Kastriot Gurra and the general secretary of the Municipality Bajram Pishkashi. In November 2022, the Municipality decides to hold a tender for the purchase of goods, children's toys for the city park.

The tender has the reference number 48944-11-07-2022 with a limit fund of approximately 40 million ALL (old) with VAT and is won by the firm Sark shpk for approximately 35 million ALL (old) with VAT.

So far, everything is fine, but when you enter the tender and analyze in detail the estimate for the plastic toys that will be purchased through this tender, it is worth putting your hands on your head.

For these toys, the general secretary of the Librazhd Municipality with his working group has approved a limit fund of 40 million lek (old), exceeding any logical limit of the normal cost of this commodity value.

How Secretary Pishkashi arrived at the calculation of this limit fund, this is not made transparent by the Municipality, as the journalist Ledion Qoshku made a request for information to the Municipality, regarding how the working group calculated the limit fund, but did not receive no answer even though the law obliges every state institution to inform and be transparent with the documentation.

As everyone suspects that the prices are inflated, predetermined and manipulated for these goods, the Priza.al editors have gone further by asking for a profit from Uka shpk, the firm that was subcontracted by the winning firm to buy the toys and assemble them. those.
