Illegal immigration / Joint Task Force between Britain, Albania, Kosovo,

A joint Task Force between Albania, North Macedonia and Kosovo, with the support of Great Britain, has been organized to combat illegal immigration in the region.

The State Police announced the positive results of this Task Force, in a meeting held today with representatives from the five states, such as the reduction in the number of dinghies carrying illegal immigrants to Britain.

Announcement:

The Joint Task Force on Migration Great Britain-Albania-Kosovo-Montenegro-North Macedonia, a consolidated operational front against the worrying phenomena of the time, illegal migratory movements and the circulation of criminal assets.

The Task Force, initially a product of close bilateral cooperation between the State Police and British partners, has now taken on a comprehensive regional character and has become a model of success to be followed by European countries.

The next session within the Task Force was held today, in Tirana, and was attended by the Director General of the State Police, Major General Ilir Proda, the Deputy Director of the Directorate of Intelligence and International Operations at the Ministry of the Interior of Great Britain, Ms. Vikki Pullen, the Director General of the Kosovo Police, Colonel Gazmend Hoxha, the Acting Director of the Police of Montenegro, Mr. Lazar Ščepanović, the Director General of the Public Security Bureau of North Macedonia, Mr. Aleksandar Janev, as well as senior leaders of the regional police forces.

Today's meeting is evidence of the serious and determined commitment of partner police forces in the region and law enforcement agencies in the United Kingdom to combat illegal immigration, which undermines public security, creates ground for border lawlessness, and enables the movement of criminal groups that aim to evade justice in the country where the consequences of their activities have occurred, and the international circulation of criminal assets, including cryptocurrencies.

During the meeting, existing bridges of cooperation were consolidated, regarding the immediate exchange of information, joint patrols at green borders, coordination of operational actions at border crossing points, intensification of controls and detections with modern technological equipment, as well as the creation of joint investigative teams, actions which will result in the finalization of police operations with regional impact.

Managing Director General Madhor Ilir Proda, co-chair of this session, during his speech at this meeting, said, among other things:

"In cooperation with the British authorities, 49 repatriation operations have been carried out, enabling the return of 2,099 Albanian citizens through fair and transparent procedures, carried out with a particular focus on respecting human rights and freedoms. In addition, attempts to cross the Channel to the United Kingdom by dinghy have decreased significantly, specifically from 12,753 cases in 2022 to 644 cases in 2024. A drastic decrease, which demonstrates the real impact that structured cooperation can have.

Albania has achieved important results, but neither Albania nor any other country in the region can face these challenges alone. Irregular migration aimed at the EU affects the entire Western Balkans. Criminal networks that exploit our citizens benefit wherever they find space.

Your presence here today is more than protocol, it is a real opportunity to open a new chapter of regional cooperation. We are ready to share our operational models, offer the experience of our Task Force, and build joint mechanisms for preventing, verifying, and combating cross-border crime.

Our approach is simple, more information exchange, faster verifications, synchronized operations, unified standards and use of modern technologies.”

Meanwhile, during the meeting, the Deputy Director of the Directorate of Intelligence and International Operations at the UK Home Office, stated:

“This session serves as an opportunity to reflect on the successes, and to see how this Task Force model has evolved and the opportunities it offers us. In addition to the decrease in the number of illegal movement by rafts, which Mr. Director highlighted, this Task Force model evolved by expanding at the regional level and addressing other threats in the field of illegal movement.”

Further, during the meeting, the Director of the Kosovo Police, Colonel Gazmend Hoxha, emphasized:

"The results of this Task Force, for a year, are very tangible and visible, starting from the prevention of migrant smuggling on the border between Albania and Kosovo, the confiscation of the large number of forged documents that have been found within the territory of the Republic of Kosovo. Also, the smuggling of tobacco and cigarettes at the Pristina airport, as well as other cases of arms trafficking, during which criminal groups operating in Albania and Kosovo have been destroyed, and other operations related to the drug issue have been carried out."

Further, the Acting Director of the Montenegrin Police, stated during his speech:

"Today's meeting has strategic and key value, considering that Montenegro has maintained the status of a transit country and for this reason it is very necessary to have intersectoral cooperation and international cooperation, in order to prevent illegal migration and the movement of criminal structures. We have had very good cooperation with colleagues from Albania, we have prevented a situation of kidnapping of 10 people. The information has come to us in real time, it has been provided to us by colleagues from Albania. Our joint cooperation has been in various fields and will continue to be so."

Mr. Janev, Director of the Public Security Bureau of the Republic of Macedonia, said during this meeting:

"We need to avoid bureaucracies and find ways to have good cooperation and a mutual vision, to make this region safer and more stable. We need to approach the issue of illegal immigration from an analytical point of view, to work together and prevent this criminal activity. We are here to share experiences and knowledge, to minimize this activity."

The Regional Migration Task Force will continue its coordinated investigative and operational work, with the major objectives of combating border crimes, tracing criminal assets, as well as ensuring public safety and implementing the rights of citizens of participating states and beyond.
