The sterilization center that was set up at QSUT, but was never put into operation, was a department set up thanks to a loan with a total value of 1.2 million euros and aimed to transform sterilization in this hospital center.

In the business plan, a cost of 3.4 million euros was calculated to put it to work and buy the new surgical tools with an amortization period of 17 years. Former minister Beqaj, in the public reaction, had several explanations regarding these investigative conclusions.

Gjatë verifikimit të dokumentacionit të kostos së sterilizimit në QSUT, SPAK ka gjetur se në vitin 2017 koncensionarit i është dhënë 4.6 mln euro më shumë se sa kostoja prej 1m ln euro që do të kishte shpenzuar spitali po ta bënte vetë sterilizimin.

“Në dosje përmendet shifra 11 mln euro që asokohe nuk i kishte ministria e shëndetësisë, por interesant është fakti që gjatë kësaj kohe është paguar mesatarisht 13.5 mln euro. pra nuk kishte 11 për një investim total, por ka 13.5 mln euro çdo vit për t’ia dhënë këtij njeriu”- u shpreh Ilir Alimemeti.

The most absurd thing is that the concessionaire says that there are 1.85 euros in electricity expenses, 0.75 euros in water expenses, and 1.7 euros in thermal energy expenses for each set, when in the meantime, based on the contract, all these expenses have been charged to the hospitals.

Referring to the investigation file, the type of procurement procedure was also among the moments that raised doubts.

"The court appreciates that the Ministry of Health was aware that the conditions for the concession were not met, so it invented this new procedure. After presenting a good offer in the competition, after being declared the winner, the contract was renegotiated with the concessionaire in favor of the latter".
