Accused of tender violations, former ARRSH director Sonila Qato is declared innocent

The Special Court of Appeal for Corruption and Organized Crime has acquitted the former director of the Albanian Road Authority, Sonila Qato, accused of "violating the equality of participants in public tenders or auctions."

The decision was issued this Wednesday by a panel of judges composed of judges Iliriana Olldashi, Engert Pëllumbi and Tereza Merkaj.

The appeal of the GJKKO decided to partially change the decision of the First Instance, declaring Sonila Qato, as well as several other defendants, innocent, since according to the court "the fact does not constitute a criminal offense."

The court also acquitted citizens SP, EG and ES of the charge of "Violation of equality of participants in public tenders or auctions", as provided for in Article 258 of the Criminal Code.

Meanwhile, for the defendant SP, the previous decision regarding the charge of "Forgery of documents" was upheld, as the court concluded that the fact did not constitute a criminal offense.

In the decision announced in Tirana on May 20, 2026, the Special Court of Appeal also upheld the First Instance decision for some of the other defendants in this case.

The court also ruled that the court costs would be borne by the state.
