The Chief Administrator of the Agency for the Administration of Sequestered and Confiscated Assets (AAPSK), Risena Xhaja, reported today to the Committee on Civic Initiatives, Cooperation and Institutional Oversight of the Assembly of Albania, on the results of the Agency's activity, the administration of seized and confiscated assets, social reuse, inter-institutional and international cooperation, as well as priorities within the framework of the European integration process.
During the reporting, the transformation of AAPSK towards a more active, transparent and productive asset management model was highlighted, with the aim of preserving and increasing their value, as well as returning the assets and income generated by them for the benefit of the state and the community.
One of the main indicators of this transformation is the increase in income from property leasing. From the Agency's approximately 79 million lek in 2023, income from rentals alone reached approximately 160 million lek in 2024 and 221 million lek in 2025. For the period January-August 2026, approximately 180 million lek was secured from rentals, said Xhaja.
The Chief Administrator emphasized that the income generated from asset management does not only have a financial dimension. It goes to the Special Fund, which is used to support law enforcement institutions and structures that fight organized crime, as well as organizations that work with vulnerable categories, victims of crime, trafficking and violence.
Special attention during the reporting was paid to the social reuse of confiscated assets, also in the context of Albania's commitments in the European Union integration process. The objective is to direct at least 50% of confiscated assets towards reuse, including social reuse.
During 2026 alone, 1.39 million euros and 21.5 million lekë, 11 real estate, 50 movable assets, 336 pieces of material evidence and 491 weapons for the State Police have been allocated to institutions. Meanwhile, 150 thousand euros and three real estate assets have been allocated to non-profit organizations. Through a call from the Special Fund, 22 organizations working with victims of trafficking, crime and drug use prevention, domestic and school violence, bullying and other social issues have been supported.
The report revealed that the AAPSK currently has 2,665 seized assets under administration, worth about 28.5 billion lek, 516 confiscated assets, worth about 6.8 billion lek, and 774 pieces of material evidence, worth about 1.2 billion lek. During 2026 alone, 1,175 asset seizures, 84 confiscations and 181 revocations were carried out. The increase in the volume of assets under administration is also related to the intensification of the activity of law enforcement institutions and the results of SPAK in identifying, seizing and confiscating assets of criminal origin.
The Chief Administrator also focused on strengthening cooperation with prosecutors' offices, courts, State Police, the Kosovo Anti-Corruption Commission and other law enforcement structures, which has helped shorten the time for executing decisions and more quickly administering seized or confiscated assets.
Another important direction is international cooperation. AAPSK has intensified relations with counterpart institutions in Italy, France, the United Kingdom, Spain and countries in the region. In this context, the agreement with the United Kingdom authorities was highlighted, which constitutes the first case in Albania of an International Asset Sharing Agreement, where the proceeds from the sale of an asset related to an Albanian citizen convicted in the United Kingdom are divided between the two countries.
In the context of European integration, AAPSK is also working to strengthen the capacities for the administration of virtual assets and cryptocurrencies, one of the issues identified by the European Commission. The Agency has invested in staff training, the adaptation of the legal framework and the establishment of technical and institutional capacities for the preservation, administration and destination of these assets in case of seizure or confiscation.
For the period 2025–2030, among the strategic priorities of the AAPSK are the creation of a joint inter-institutional system for the execution of decisions and asset management, the full digitalization of the archive, further improvement of the legal framework, and increased social reuse of confiscated assets.
At the end of the report, it was emphasized that the objective of the AAPSK is to transition from an institution that simply receives and holds assets under administration, to an institution that administers them in an active, transparent and productive manner, restoring their value to the state and society.
