A 14-point memorandum aims to establish order in relations between the United States and the Islamic Republic of Iran: a draft ceasefire with clearly defined deadlines, figures and conditions, intended to transform the ceasefire into something more structured. This is expected to be the document that the parties exchange in the reserved talks, the basis on which the end of the war and the phase after it are being discussed. According to Bloomberg, a copy of this document has been obtained and published.

1. The Islamic Republic of Iran and the United States, together with their allies involved in the current conflict, by signing this memorandum declare the immediate and permanent end of the war on all fronts, including Lebanon. From that moment on, they commit to no further hostile actions against each other and to renounce both the use of force and the threat of its use. The final agreement must include and confirm this article, as well as all subsequent articles.

2. Iran and the United States commit to mutually respecting each other's sovereignty and territorial integrity and not interfering in the internal affairs of the other party.

3. Both parties commit to negotiate and conclude a final agreement within a maximum period of 60 days, which may be extended only with the consent of both parties.

4. By signing the memorandum, the United States commits to lifting the naval blockade of Iran, not to impede in any way maritime traffic to Iranian ports, and to restore full traffic capacity within 30 days. The volume of traffic should be proportional to the levels of movement of Iranian ships before the war. Washington also commits to withdraw its forces from the surrounding area within 30 days of the signing of the final agreement.

5. For its part, the Islamic Republic undertakes, immediately after signing the memorandum, to take the necessary measures to restore, within 30 days, the movement of commercial vessels between the Persian Gulf and the Sea of ??Oman to pre-war levels, including the removal of technical obstacles and the clearing of mines under its responsibility.

6. The United States commits, together with regional partners, to develop a comprehensive plan – agreed upon by the parties – for the reconstruction and economic development of Iran, guaranteeing a minimum financing of $300 billion. The mechanism for implementing this plan, which will be an integral part of the final agreement, must be determined within 60 days.

7. Washington commits to ending, according to the deadlines to be determined in the final agreement, all current sanctions against the Islamic Republic: those of the UN Security Council, those of the Board of Governors of the International Atomic Energy Agency, and all unilateral American measures, whether primary or secondary.

8. Iran reiterates that it will never produce nuclear weapons. Tehran and Washington agree that the issue of enriched material and other nuclear issues to be determined by mutual agreement, including Iran's "nuclear needs," will be appropriately addressed in the final agreement, which should also confirm this article.

9. Pending the final agreement, Iran and the United States agree to maintain the status quo: Tehran freezes its nuclear program in its current state, while Washington commits not to impose new sanctions on Iran and not to strengthen its military presence in the region.

10. The United States commits that, immediately upon signing the memorandum and until sanctions are lifted, the Treasury Department will issue exemptions for the export of Iranian crude oil, petrochemical products and their derivatives, as well as for all related services, including banking, insurance, transportation, and the like.

11. Washington also commits to, subject to progress toward a final agreement, releasing frozen or restricted Iranian funds and assets, making them fully available. These funds, whether remaining in existing accounts or transferred, may be used for any payments determined by the Central Bank of Iran. The United States commits to issuing all necessary authorizations and licenses.

12. Iran and the United States agree to establish a special mechanism that will oversee the implementation of the final agreement and long-term compliance with the commitments made.

13. After signing the memorandum and after receiving guarantees for the start of the implementation of articles 4, 5, 10 and 11 – as well as for the continuation of these steps – both parties will open negotiations for the final agreement, focusing only on the articles that remain to be determined.
