The new Territorial Reform is expected to face an important moment in Thursday's plenary session, as reservations have been expressed within the Socialist Party Parliamentary Group regarding the draft that envisages the merger of 15 municipalities.
Socialist MPs Erion Braçe and Vullnet Sina spoke out against the new territorial division during the Parliamentary Group meeting, raising questions about the efficiency of the reform.
In an interview on Report TV, Erion Braçe indicated that today's meeting of the Socialist Party parliamentary group marked the first time the territorial reform was discussed, emphasizing that it is happening just 3 days before the vote on the reform in the Assembly, which does not enjoy his support.
He states that despite the group's frequent meetings, they have never received information regarding the new territorial division, which, according to him, was not taken seriously enough.
The MP explains that there was no study of the draft law by the Economy Committee, no information provided to MPs, and that the principles on which the reform is based were violated.
Erion Braçe: The first meeting of the parliamentary group and it is very late, 3 days before the vote, since the discussion on the reform began, the first time there is a discussion with the SP group. We have met several times and we have not received a single line of information about this reform. I am sorry, but the way this discussion was organized leaves a lot to be desired. This is the reform, in quotes, the most important, for the entire mandate and it should have received seriousness, transparency, the right questions and answers and not be left in a single day. I have not held my personal position in the parliamentary group. I am a deputy of Tirana and I am affected as a citizen and deputy, despite the fact that a municipality is not taken and merged, when Tirana is inviolable. I have no personal interest, the positions are principled. The most important reform of the mandate cannot be treated in such a way. It is impossible that 3 days before a vote in parliament, the parliamentary group can be set up and discussed and only 4 people can speak at the meeting.
-Why does this happen?
Po mbajtëm ato do të mbajmë edhe këtë. S’është alibi kjo. As nevoja politike, as nevoja për vota.
"When a function or competence is transferred to the municipality, but it does not budget it, does not delegate the state budget money, how will it be done? For rural roads alone, the value that they have transferred from the central government does not even amount to 40% of the manual calculated from maintenance. If functions are transferred without respective budgets, how will they function? We are at a point where the functions that municipalities should deal with must be regulated, and this greater involvement of some municipalities makes this worthwhile. I had a question and I asked it in the group because today the prime minister, deputy prime minister, 1/3 of the deputies were absent. This whole process needs calm, not ranting. Look at the regulation to see what these people will suffer! What will I suffer? It is a reform that should remain with this country and improve governance. Is the government ready to relinquish power from the power it holds to local government? Is it ready to relinquish education, human resources, "health service, agriculture to the local government ?" said Braçe.
