
As a few months from the local elections, electronic voting was expected to be applied only in Vora. But it seems that this will not be the case as it is learned that the Government has added 17 million euros for the CEC to add other municipalities where electronic voting will be applied.
This additional fund will be used for electronic voting/counting of one large and one small municipality plus Vora. The municipalities where it will be applied will be decided by the CEC in consensus with the political parties.
ABC News reporter Esiona Konomi learns that the two big municipalities that are currently under discussion are Elbasan and Durrës.

FOR AN ADDITIONAL FUND IN THE 2023 BUDGET, APPROVED FOR THE CENTRAL ELECTIONS COMMISSION, FOR THE ORGANIZATION OF ELECTIONS FOR LOCAL SELF-GOVERNMENT BODIES, DATED MAY 14, 2023
In support of Article 100 of the Constitution, Point 2, Article 87, Law No. 10019, dated 29.12.2008, "Electoral Code of the Republic of Albania", amended, Articles 5 and 45, Law No. 9936, dated 26.6.2008, "On the management of the budget system in the Republic of Albania", as amended, and Article 14 of Law No. 84/2022, "On the budget of 2023", with the proposal of the Minister of Finance and Economy, The Council of Ministers DECIDED:
1. To the Central Election Commission, in the approved budget for 2023, for the organization of elections for local self-government bodies, dated May 14, 2023, the fund of:
a) 1,993,610,933 (one billion, nine hundred and ninety-three million, six hundred and ten thousand, nine hundred and thirty-three) ALL, in the item "Current expenses", of the budget program 01620 "General and local elections";
b) 606,389,067 (six hundred and six million, three hundred and eighty-nine thousand and sixty-seven) ALL, in the item "Capital expenses", of the budget program 01620 "General and local elections".
2. The financial effect, determined according to point 1, of this decision, is borne by: a) 1,800,000,000 (one billion and eight hundred million) ALL from the reserve fund of the state budget for meeting the cost of the elections, approved for the year 2023; b) 800,000,000 (eight hundred million) ALL from the reserve fund of the state budget for unforeseen cases of the general government units, approved for the year 2023.
