Today at 10:00 AM, the Parliament will hold a plenary session where the agenda includes two main items: the review of the 2025 budget and amendments to the Criminal Code.
Normative Act No. 11 "On some amendments and additions to Law No. 115/2024" of December 2025 was approved on January 20 by the Laws Committee. It allocated 15 billion lek to the pension scheme, 2 billion lek for agriculture, an additional 1.8 billion lek for healthcare to be used to supply hospital centers with medicines, and 1.2 billion lek for unpaid municipal obligations.
Meanwhile, the revision of the Criminal Code decriminalizes defamation and provides protection for journalists by punishing those who threaten or violate them.
The changes also include tougher penalties for illegal construction, arson, and double parking, with the latter punishable by 1 year in prison if emergency lanes are blocked.
