For the second time, Albania has decided to use abstention as a vote in one of the resolutions adopted at the United Nations.

This time the abstention was for a resolution that called for an end to the United States' economic, commercial and financial embargo against Cuba.

Earlier, Albania abstained from a resolution proposing a two-state solution for Israel and Palestine, a stance that brought surprise as Albania has previously supported this initiative.

The US trade embargo has been in place since 1960, a year after the triumph of the Cuban Revolution, and means that US exports to Cuba and imports from Cuba are prohibited unless subject to special exemptions.

One hundred and sixty-five countries voted in favor of the resolution, twelve countries abstained, and seven voted against. The nations against the resolution were the United States, Hungary, Israel, Argentina, Paraguay, North Macedonia, and Ukraine. Albania, Bosnia and Herzegovina, Costa Rica, the Czech Republic, Ecuador, Estonia, Latvia, Lithuania, Morocco, Poland, Moldova, and Romania abstained from the vote.

Although the resolution was passed by a convincing majority, the vote was not as decisive as it had been last year, when only two countries (the US and Israel) voted in favor of the embargo and only one nation (Moldova) abstained.

The marginal increase in international support for the American position is likely attributable to the recent intensification of a US diplomatic campaign to reject or abstain from it.

The US has recently asked its diplomats in dozens of countries, particularly in Europe and Latin America, to lobby against the resolution. The US administration cited alleged Cuban military support for Russia in the Russo-Ukrainian war as justification for its diplomatic campaign in an internal State Department cable sent to US diplomats.
