DP files draft for Assembly Regulation: No sessions after 10:00 PM and increased staff

The Democratic Party Parliamentary Group has officially submitted to the Assembly the draft with proposals on how the new rules of procedure of the Assembly should be made. While the work on the new rules has started in the Assembly, following the decision of the Constitutional Court that did not accept the unilateral changes of the Socialist Party approved in September, the Democrats have this time been included in the process.

Democratic Party deputies are speaking out against the majority's proposals, considering them as limiting the space for the minority.

"The Democratic Party Parliamentary Group is against any kind of change that aims to limit the spaces and rights of the opposition in Parliament.

In fact, some of the proposed amendments aim precisely to further restrict these rights, transforming them from a factual restriction into a legal restriction. Thus, the proposals to reduce the time of discussions from 10 to 5 minutes, the accelerated examination of draft laws aimed at approximation with the legislation of the European Union or the abolition of reporting of the heads of constitutional bodies and institutions established by law to the standing parliamentary committees and the plenary session, are clear attempts to undermine the democratic functioning of the Parliament ,” the draft states.

The Democrats are also seeking to curb exceptions from the majority, proposing the suspension of the Ethics Committee's decision when a complaint is filed with the Assembly Bureau.

"The Secretariat for Procedures, Voting and Ethics consists of a secretary and five members, in equal ratios between the parliamentary majority and minority."

The excessive length of sessions seems to be another concern of the Democrats, so they are demanding that the Assembly not hold discussions after 10:00 PM.

"In the event of the plenary session extending beyond 10:00 PM, at the request of the chairman of a parliamentary group, the plenary session shall be adjourned and resumed the following day at 10:00 AM."

Another request of the Democratic Party deputies is related to the increase in political staff, where they ask to have one for each committee.
