The Democratic Party has continued the denunciations on the 470 million ALL tender for the "John Belushi" road from the Municipality of Tirana.

In a statement to the media from the blue headquarters, the head of Organization in PD, Klevis Balliu, stated that the Municipality of Tirana used as a justification in canceling the tender "due to unforeseeable and objective circumstances", but according to him, this came after the denunciation from the opposition candidate for Tirana, Belind Kelliçi.

He further stated that "Lali washerwoman" did not anticipate that the Democratic Party of Albania would catch her in the development of a fictitious procurement procedure.

Balliu stated that the Municipality of Tirana has not published any date when the tender for the "John Belushi" street was cancelled.

STATEMENT OF THE HEAD OF ORGANIZATION IN DP, KLEVIS BALLIU

Following the previous denunciations related to the financial abuse of 470 million for John Belushi Street, which was reported to SPAK, today we want to make public another piece of evidence.

In the Bulletin of Public Notices no. 4, dated January 16, 2023, official document published by the Public Procurement Agency, on pages 314-315, the Notice of Cancellation by the Contracting Authority, Municipality of Tirana, of the procurement procedure with reference number: REF-35961-12-16 has been published -2022, for the procurement procedure with object: "Construction of the "John Belushi" road and its branch "Thoma Filipeu" road", with a limited fund of ALL 47,112,785 without VAT. In point 6 of this public notice, the Municipality of Tirana has clarified that the reason for the cancellation of this tender is due to unforeseeable and objective circumstances...

Only after the DP candidate for the Municipality of Tirana, Belind Këlliçi, publicly denounced the open theft with the John Belushi road fund, the Municipality of Tirana, caught in the act, chose to minimize the legal consequences that will have, by canceling this fictitious tender. The Municipality of Tirana admits that the reason for the cancellation is "unforeseen circumstances", so "Lali lavatricja" did not foresee that the Democratic Party of Albania would catch it in the development of a fictitious procurement procedure.

Për shkak të këtij ”paparashikimi”, autoriteti kontraktor vendosi të anulonte këtë tender fiktiv. Tek pika 7 e publikimit të Njoftimit të Anulimit, Bashkia Tiranë “ka harruar” të bëjë publik datën e anulimit të tenderit, fakt që provon se anulimi i tenderit fiktiv është bërë menjëherë pasi Belind Këlliçi denoncoi publikisht pamjet në këtë rrugën “Xhon Belushi”, ku mjetet e Bashkisë Tiranë kishin hedhur jo vetëm materialin mbushës të rrugës, por po hidhnin edhe shtresat e asfaltit elektoral.

Në mënyrë të ripërsëritur, kërkojmë nga SPAK që t’i drejtohet Agjencisë së Prokurimit Publik, si institucioni përgjegjës:

Në cilën datë është bërë publikimi i shpalljes së procedurës së mësipërme të prokurimit, pra ku do të provoni se tenderi do të hapej në datë 09.01.2023?

Në cilën datë është bërë publikimi i shpalljes së mbikëqyrjes së procedurës së mësipërme të prokurimit?

Në cilën datë është bërë anulimi i tenderit të zbatimit dhe ai i mbikëqyrjes së punimeve nga Autoriteti Kontraktor, Bashkia Tiranë?

Përse ka bërë publik një dokument si ky i anulimit të tenderit të zbatimit të procedurës fiktive të prokurimit, në kushtet kur nuk është plotësuar pika 7, informacioni shtesë, në të cilin duhej të ishte publikuar data e anulimit të tenderit? Mos vallë po përfshihet edhe APP-ja në këtë aferë fiktiviteti?

Why does SPAK not take the statement that the "launderette" of the Municipality made public where it claimed that it had been more than a week that it had canceled the tender, while it turns out the opposite, referring to all the evidence and facts made public?
