After 30 years, the residents of Kuqar village in Patos have received the ownership certificates. They were submitted by the General Director of Cadastre, Artan Lame, who said that there are about 990 unregistered properties in this area and that the problem is also with the houses before the 1990s.
Kuqari is one of the villages of Patos, which supports its economy mainly on olive cultivation for oil production. But despite this, the olive groves on the hills of this hilly area continued to be unregistered since 1991, carrying a number of conflicts since that time between the farmers themselves about the way to divide the land.
After a 1-year work of the Albanian Cadastre, all this work was completed, which finally paved the way for the certification of 990 agricultural plots of this village.
Artan Lame, the General Director of the Cadastre, MP Antoneta Dhima and the Mayor of Patos, Rajmonda Balilaj, were in Kuqar to hand over the first ownership certificates, obtained by law 7501. Also, the initial registration in this area, of also paved the way for the registration of old houses, which is one of the most problematic processes inherited in Albanian villages.
Lame discussed with the farmers of the area about one of the inherited problems related to the way land was divided in the years 1991-92 where, from the commissions of that time, in some cases, land was given with a special document to different members of the same agricultural family, which was contrary to the law of that time. Lame emphasized that: "This is already a known problem for other cases in Albania and, for this, the commissions of that time were to blame, which, mainly due to ignorance of the law, acted in this way. This phenomenon is particularly visible in the agricultural areas of Fier County and in Mat. In order to solve this process, the technical solution has already been found by the Cadastre, which is being given legal form and will soon go to the Government for approval".
The Mayor of Patos, for her part, discussed enabling the access of all citizens to apply in e-albania. For this she stated that: we will provide a counter in the City Hall where citizens who do not have the opportunity can apply for the withdrawal of the certificate.
