Interior Minister Ervin Hoxha, in a statement issued a short while ago, said that preparations for the May 11 elections have officially begun.

The General Directorate of Civil Status has begun the process of verifying and updating the electoral lists, with the aim of guaranteeing an accurate and comprehensive final list.

Among other things, Hoxha emphasized that in order for the process to be safe and inclusive, citizens are invited to verify their personal data on the electoral list: Online, through the e-Albania portal; Physically, near the administrative units where the lists are posted.

Minister Hoxha's full speech:

The Ministry of Interior has officially launched the process of preparations for the parliamentary elections of May 11, 2025, by publishing the first extract of the electoral list, in full compliance with the legal provisions and standards of the Electoral Code.

According to data from the General Directorate of Civil Status, 3,721,116 citizens enjoy the right to vote.

Among them, 50.5% are male voters and 49.5% are female.

Up to this moment, there are 4,536 citizens who are over 100 years old, who will reach or have reached this age by May 11, 2025, not included in the list. To ensure the right to vote, these citizens must appear at the Civil Registry offices to be included in the voter list.

Currently, the total number of polling stations within the limits is 5,050. Taking advantage of this communication, I invite the mayors to engage in decision-making for polling stations that are outside the limits, with more than 1,000 voters or less than 300.

Also, in this context, the Ministry of Interior and the Ministry of Justice have approved a joint act to clean up the lists of citizens who are excluded from the right to vote by the Decriminalization Law, as well as to open voting centers in prisons.

For the first time in the history of parliamentary elections in the country, the electoral lists will include two categories of voters:
- Voters living within the country;
- Voters living abroad, this preliminary list will be made public on March 9, 2025 and every citizen will have 48 hours to finally express their will whether they want to vote within or outside Albania.

This step represents a historic moment for Albanian democracy, offering the opportunity for the diaspora to exercise their right to vote, regardless of where they live and work.

January 11, 2025 marks the beginning of the process of registering voters outside Albania for the Elections for the Assembly of Albania on May 11, 2025. Registration will be done through the Electronic Platform for Registration of Voters from Abroad, which can be accessed from the CEC application.

For registration, an electronic device is required for verification through facial photography for PER registration and scanning or photographing the identification document and other document declaring the address. Therefore, it is very necessary and I appeal to every Albanian citizen living abroad to renew their identification documents, having at least one of them valid throughout this process.

For several weeks, the instruction allowing the application for even an identification document at our consular offices has been approved.
The Ministry of Interior, in cooperation with the relevant institutions, has taken all measures to ensure that this process is carried out in a fair, transparent and accessible manner for our citizens abroad.

In order for the process to be secure and inclusive, citizens are invited to verify their personal data on the electoral list:
– Online, through the e-Albania portal;
– Physically, at the administrative units where the lists are posted.

Any citizen who encounters problems or uncertainties can contact the co-government platform "The Albania We Want".

The General Directorate of Civil Status has begun the process of verifying and updating the electoral lists, with the aim of guaranteeing an accurate and comprehensive final list.

The vote is the most powerful weapon of democracy, and ensuring access for every Albanian citizen, both at home and abroad, remains our top priority.
The Ministry of Interior, the General Directorate of Civil Status and the state-owned identity document production company “IdentiTek” are fully committed to respecting all standards and legal obligations in preparing for this very important process for the future of the country.
