Tirana-Pristina-Zagreb defense agreement, Vengu responds to Vučić: Any
Minister of Defense, Pirro Vengu with counterparts from Kosovo and Croatia

Minister of Defense, Pirro Vengu, has reacted on social media following the defense and security agreement between Albania, Kosovo and Croatia.

He considers this cooperation as natural between three sovereign states.

"As allies, we have a genuine appreciation of the threats that aim to hinder the European future of our region. Therefore, we have decided to cooperate to increase our defense capacities and to support Kosovo's integration into regional mechanisms," said Vengu.

The minister also responds to the President of Serbia, Aleksandar Vučić, who has considered the agreement as "the start of an arms race."

Vengu says that for two years, official Belgrade has been pursuing an "empty chair policy in regional initiatives." Therefore, any victimization narrative from the Serbian government, according to the Defense Minister, is futile as it is enough for Serbia to set aside the suspension it has unilaterally imposed on itself to participate in multilateral consultations.

Vengu says that in Albania there has never been a precedent in history of secret agreements or treaties to the detriment of neighbors, as other countries have. For this reason, he says there is no problem with publishing the tripartite agreement.

"Serbia, following an empty-chair policy in regional initiatives for two years, has unilaterally suspended its ability to promote or participate in multilateral consultations. This suspension, which is up to Serbia to set aside, renders useless any victimizing narrative coming from the Serbian government. In its history, Albania has no precedents of secret agreements or treaties to the detriment of its neighbors, as other states have had. Consequently, despite the curiosity of experts on regional dramas and those who are eager to find an ear to listen to groans, we have no problem at all in publishing the trilateral agreement," said Vengu.

Albania, Croatia and Kosovo signed a declaration this week to deepen cooperation in the field of defense and security.

They said they will increase the interoperability of armies through education, training and joint exercises, as well as engage in combating hybrid threats, but will also coordinate policies for Euro-Atlantic integration.

The Tirana – Pristina – Zagreb agreement leaves open the possibility for other countries to join it. Kosovo's inclusion does not violate agreements with Serbia, as in 2023 Pristina and Belgrade agreed that the Serbian side would not prevent Kosovo from joining international organizations.
