Macron's proposal is expected to bring together all the leaders of the Western Balkans, including Albania, in discussions on October 6. The project of the European Political Community envisaged the creation of the integrity of Ukraine (or even other countries which are not yet integrated) without giving them full membership.

Based on the procedures that the EU protocol itself provides, in order to avoid a process, Macron proposed around June of this year an alternative model of the EU, without giving full membership in the international organization.

According to Macron, the purpose of this community is to "build peace, stability and cooperation on the most geopolitical issues of our Europe" with countries that "share our values".

The French proposal paved the way for Albania to open negotiations in the European Union after the removal of the Bulgarian veto on July 19, 2022.
