The first to throw money and finance a project for the construction of Skavica was the government led by Sali Berisha in 2008. KESH, led by Gjergj Bojaxhi at that time, contracted a French company for the study, to which it paid an amount of approximately 343 thousand euros just for sketching on the map.

That project envisaged that the hydropower plant would have two dams, one in Katundi Ri and one in Skavica, which included a larger water surface of nearly 2.5 billion cubic meters of water and consequently the flooding of large areas of land in these areas.

At that time, in the meetings of the Council of Ministers, the former democratic prime minister insisted that the Skavica hydropower plant should be built.

But, due to lack of funds, the Skavica hydropower plant was not built. The study of the French company that received the money simply remained on paper. Today, after 4 years, Sali Berisha changes his attitude, which he has started to impose on the citizens of Dibra for months.

Today, the security of electricity supply from the international market is threatened. Meanwhile, since the construction of the Skavica cascade, it is estimated that Albania will not import electricity for 7 months of the year, i.e. provide around 70% domestic production.

The Skavica hydropower plant is not just a large and new source of energy. At the time of a global energy crisis, each such project takes on national security values. The acquisition of this project by an American company and the protection that Washington has given him, make Berisha's position even more contradictory. He says that he speaks in the name of protecting the interests of the Dibrans. Meanwhile, when he was prime minister, he also had a project for the Skavica hydropower plant. With the only difference: that the complex would be built by the French./Topic
