Glauk Konjufca , mandated to form the Kosovo government to end the months-long crisis, delivered his speech at today's session in the Kosovo Parliament.
Konjufca proposed Albin Kurti to be his first deputy prime minister and minister of foreign affairs, while Donika Gërvalla as second deputy prime minister and minister of justice.
The Vetëvendosje Movement (LVV) has proposed Glauk Konjufca as the second candidate for prime minister, after the failure of the first attempt with Albin Kurti, who failed to secure the necessary majority.
At least 61 votes out of 120 members of the Assembly are required for the approval of the Government.
Glauk Konjufca: For the first time in its life, the assembly has not legitimized the state government with a vote. The October 26 vote was preceded by a 6-month crisis. The year 2025 will be remembered as the year in which a majority was lost in the attempt to form our government.
Our achievements, however, are not small during this mandate. These have been made possible thanks to the good work of the Kurti government. Honorable colleagues, we are in the phase of the second mandate for the formation of the government.
With this animosity across our political spectrum, it is unlikely that we will reach a consensus on electing a President in March.
Without a new government, the country is only sure to deepen the current crisis. Through the establishment of this government today, we aim for some basic things for our country. We aim to spare Kosovo from two elections, and it would be arrogance to lead the country to elections.
We had elections in February and then local elections. If we hold new elections in December, who guarantees that we will avoid elections in March?
If this happens, institutions must be prepared, while it will be exhausting for citizens and another 8 million euros spent unnecessarily for taxes.
The idea of the necessity for a government with a second mandate arose after the failure of the assembly presidency meeting.
LVV proposed that through a political agreement, parliamentary committees be established to handle the new 2026 budget. The parliamentary groups did not agree, so the only way out is to exhaust the options to form a government for the second time .
