The Secretary General of the Freedom Party, Tedi Blushi, has sent a letter to 4 institutions asking for explanations as to "Why do you turn a blind eye to the illegal towers in Tirana, while you are demolishing the guesthouses in Theth?".

Subject: Request for information on unauthorized constructions

Ministry of Infrastructure and Energy

Dear Sirs,

Within the framework of the constitutional and legal right to information on the activities of public institutions, as well as in the interest of transparency and public accountability, given the selective demolitions of unauthorized constructions in Theth and the tolerance of unauthorized multi-story buildings in Tirana, I request that the following information be made available to us within the legal deadline:

1. List of unauthorized constructions in the territory of the Municipality of Tirana

Data on all buildings that were found to be constructed without a permit during the period 2013–2025.

For each case, provide: location, building entity (if identified), number of floors, measures taken or not.

2. Data on the legalization of unauthorized constructions in the Municipality of Tirana classified as "large" (over 4 floors)

List of entities that have received legalization for illegal multi-storey buildings.

Date of the request for legalization, date of decision and institution that approved it.

3. List of construction permits issued by the Municipality of Tirana without verification of the financial source

Names of construction entities that have obtained construction permits from the Municipality of Tirana or KKT during the period 2013–2025.

Documentation submitted by these entities to prove the source of financing and the origin of capital.

4. Measures taken against officials who have remained silent or favored unauthorized construction in the Municipality of Tirana

List of disciplinary or criminal proceedings, if any, against urban planning officials, IKMT or the State Cadastre Agency for inaction or collaboration in illegal construction.

Names of inspectors or heads of institutions who have been investigated or suspended from duty for violating the law.

5. Report on the selective demolition of unauthorized buildings in the Municipality of Tirana

List of buildings demolished by decision of the IKMT or the Municipality of Tirana over the last 12 years.

The criteria that were followed to select objects for demolition.

The reasons why multi-story buildings built without permits in well-known areas such as Skanderbeg Square, Farka, Astiri, Paris Municipality, etc. have not been demolished.

6. Why have the unauthorized buildings in the Municipality of Tirana not collapsed, while the unauthorized constructions in Theth have?

This request is based on Articles 3, 4, 8 and 13 of Law No. 119/2014 and expects a response within 10 working days from the moment of its registration.

In case of failure to provide information, we will follow all legal procedures for appeal to the Commissioner for the Right to Information and further, to the Administrative Court.
