"Berisha does not give up on the DP, he knew he would lose on May 11",
Bamir Topi

Bamir Topi predicts that the DP will be led by Sali Berisha for an indefinite period of time.

The former president told News24 that Sali Berisha will not give up on the DP. Topi argues this thesis with the way the closed lists of the DP were built, violating the rule that the primaries were the ones that determined it.

Topi said that Berisha knew that he would be in opposition even after May 11.

"These people were chosen (on the closed list) to guarantee a stable opposition in Parliament. He (Berisha) was convinced that he would be in the opposition," he said.

The former President of the Republic went even further when he said that Edi Rama considers the 2029 elections to be won, a statement he supports with a single argument. "We have done this analysis for the situation of Albania in 2030. I was here when I told you the elections are in 2025, where is 2029 that he does not mention? He shows that he has it in his pocket. Why does he have it in his pocket? Because he has it simple, the result is determined on the table because that is the system. Is there a greater anomaly than getting all the votes you want and they are translated into a mandate or they are not translated at all. It is an anomaly", continued Topi.

You said that Berisha is not desperate but has a complacency. Do you see any possibility, near or a little further, that Berisha could leave the leadership of the DP and someone else take over?

Bamir Topi: No. As far as I know, this doesn't happen.

What can Berisha bring to the DP if it doesn't happen?

Bamir Topi: I don't go with hypotheses in such important things. You will lead me to comparisons that I will regret after the show if I tell them. I would make the comparison with what happens in the biological world of man because that is where I have the most true comparisons that are then transcribed into the political world. It is a great evil of democracy. For me, they are both, I must be equivalent in definition, for me they are both. Now, one is not judged because he continues and continues to win.

Is it possible for Rama to always be in power after 2025, even in 2029 and beyond?

Bamir Topi: We have done this analysis for the situation of Albania in 2030. I was here when I told you the elections are in 2025, where is 2029 that he does not mention? He shows that he has it in his pocket. Why does he have it in his pocket? Because it is simple, the result is determined on the table because that is the system. Is there a greater anomaly that you get votes as you want and they are translated into a mandate or they are not translated at all. It is an anomaly.

What did this campaign bring about for the open lists? Certain names with the most votes for both the opposition and the majority have emerged. What did these open lists bring about?

Bamir Topi: Before I go to the open lists, I will dwell very briefly on the closed lists. The closed lists were part of another bargain and came from an internal conscience of those who made the bargain. They are people who have been discredited in public and their appearance in an open field, in the ranking according to the votes received, would have discredited them because the people do not like them. The history of the open lists is the history of people who do not have the blessing of the party leaders. They were voted in the primaries, an internal party rule was broken.

Alimehmeti apparently has Berisha's blessing... Berisha is supporting him to take the mandate...

Bamir Topi: This is the post factum moment. I'm talking about the moment when the lists are made and the rules of the game are set. He was among the most voted in the primaries and should have been on the closed list, not to guarantee his place in Parliament, but to guarantee the rule that you yourself set. If you break the rule and pretend to support him, it's post factum. The primaries that the DP holds are always an own goal. The primaries are held in a political entity that has democracy, where the vote of members or supporters is translated into a result. But if this is controlled by the chairman's loyalist, what is the point of the primaries? That rule of hypocrisy that we set at the beginning of the show continues to haunt us.

What do Berisha's loyalists from the closed list represent today?

Bamir Topi: These people were chosen (on the closed list) to guarantee a stable opposition in Parliament. He (Berisha) was convinced that he would be in the opposition. The way it was played, for me, has removed from the list of political competition in Albania, almost all the parties that participated in Sali Berisha's losing coalition. Moreover, 2-3 party leaders chose to be on the open list and received a dramatic result, which means that it does not allow them morally to return politically to the leadership of the parties. There is an almost total anomaly of the opposition which today translates into an institutional anomaly of the opposition, because they are there together.

Berisha said he will not give up until the elections are declared invalid and he will succeed. According to you, are these statements hypocritical?

Bamir Topi: Absolutely yes. I have already made the diagnosis, it does not change. The level of hypocrisy must be assessed, for me it has turned into meanness. I have closed the discussion on this part. He maintains this kind of line to guarantee those people who are not able to have a political conscience to see, "what do I want with this man", "with this political subject", who constantly deceives us and in the end here we are.
