On Thursday, January 29, 2026, Albanian Prime Minister Edi Rama received an SMS on his mobile phone: “COELA came out with an official position, I'm sorry.” The friend who informed him had previously warned him that back in Berlin, the German government was very concerned about the arbitrary protection that Rama was giving to Belinda Balluku.
COELA is a working group of ministers for Europe of EU member states. This group examines the progress of countries aiming for membership, such as Albania.
Representation in COELA is at ministerial level, usually the ministers for Europe or the foreign ministers of EU member states.
A high-level source in the EU informed Hashtag.al about what happened:
"The entire initiative to punish Albania in COELA is driven by the German government, they are seriously concerned about the way Edi Rama is attacking justice and crumbling institutions to protect Minister Balluku. This initiative of the Germans has been strongly supported by the governments of Austria, Belgium, the Netherlands, etc., while the Italian, French and Greek governments maintained a more neutral stance at the meeting. But this does not matter as long as a country like Bulgaria can veto Albania, and moreover, Germany is the locomotive of the EU," the source said.
While the same high-level source then added:
"In the COELA meeting, it was decided that if Rama defends Balluk's immunity, the EU will come up with the unprecedented decision to undo Albania's entire membership process. It is expected that it will be an exemplary, harsh punishment, the first of its kind. Your Prime Minister knows this very well, as I am saying," the source specified.
Hashtag.al officially contacted the EU Delegation office in Tirana today, asking just one question: How did they comment on the stance of the Foreign Ministers of Germany, Austria, and the Netherlands?
The press office of this Delegation clarified that the EU Ambassador in Tirana, Mr. Gonzato, was unable to process this question quickly as he was in several working meetings.
Balluku, Rama and the 3 acrobats
In the spring of 2020, at the height of the pandemic, Energy Minister Belinda Balluku was invited to an island in Greece by an Israeli-American citizen named Ron Yeffet.
There, on the Greek island, a luxury villa resort had been built, and Yeffet told Balluk that some of the villas were his, including the villa where she would stay.
Balluku went. The next morning, while she was with a cup of coffee in her hand, in the courtyard of the villa, Balluku, who speaks Greek fluently, started talking to the Greek gardener. Among other things, she asked him about the Israeli-American friend who had invited her, and how many villas her new friend owned.
The Greek gardener stared at Balluk in surprise and told him that Mr. Yeffet does not own any villas and that he had only rented the villas for that weekend.
Balluku realized that she had been deceived and manipulated, she informed Edi Rama, insisting that Yeffet was a common fraud, but Rama let her know that he would keep Yeffet close. Mr. Yeffet is one of Prime Minister Rama's three favorite acrobats.
Initially, Rama gave him (through Balluk) access to oil imports, but Mr. Yeffet failed miserably and was left indebted to several Albanian partners for millions of euros.
Then Mr. Yeffet aimed to capture the market for electronic distribution (ATMs) of salary and pension funds, the way was again paved by Balluku through his control over the Ministry of Finance, but Mr. Yeffet could not complete this task either. It seemed complicated. There was no quick money there either.
Recently, Mr. Yeffet has set his sights on the Delvina Gas concessionaire, where together with Balluk he orchestrated the illegal arrest of the former owner of this concessionaire, Sokol Meqemeja.
In the Delvina Gas share package there is also a Ukrainian citizen with 15% of the shares, his name is Sergey Probylov. He is in alliance with Balluk and Yeffet to extort this concession.
But businessman Meqemeja acted quickly, he sold the majority shares to a Dutch company with significant connections in Washington, while the Balluku-Yeffet-Probylov triangle turns out to be in the attention of partner services and they have been informed by a Ukrainian source in detail about the role of Balluku, Yeffet and Probylov in this story. Their role is documented by foreign partners. It seems that Mr. Yeffet likes to speak on behalf of Prime Minister Rama when he makes illegal plans with the Ukrainians. This issue could turn into a bigger scandal for Mr. Rama than Balluku himself.
The second acrobat is Ergys Agasi. He bears a strong resemblance to Mr. Yeffet as both like motorcades with luxury vehicles and special exposure with bodyguards from the garda and police. Although these two acrobats are supported by the prime minister to close invisible jobs, it is surprising that both of them do everything possible to stand out as much as possible and be as extravagant as possible.
As a rule, they should keep a low profile, right?
The footage and documents that the special prosecution seized from Ergys Agas have opened a spiral that has further worsened Edi Rama's situation as prime minister and head of household.
The third acrobat is American, even part of the Trump administration. His name is Richard Grenell. Mr. Grenell, in addition to being a shadow supporter of Belinda Balluku, has openly defended the corrupt Vlora Energy Ships project, which turned out to involve Iranian businesses sanctioned in the US.
Recently, Mr. Grenell brought President Trump's daughter, Ivanka, to Albania, while her husband Jared Kushner has interests in tourism projects in the Bay of Vlora.
However, the services that Mr. Grenell is providing to Rama seem to fully justify his personal benefit, but they may be exposing Trump's daughter and son-in-law to an international scandal.
Part of the project includes the Zvërnec area, where the landowner is a crooked Albanian character known in the international media as Artur Shehu.
Further delaying the project could serve as a media fable and scandal for Trump's political opponents in the run-up to the US mid-term elections, as this fable links Trump's daughter and son-in-law to a suspected Albanian drug trafficker and gangster. It would be a sensational media story in the US.
All this risk is because Mr. Grenell is very keen to gain quick favors from Edi Rama, but also because Edi Rama has an acute need to have his own acrobat in Washington.
In conclusion, while Edi Rama seems to be walking in a minefield detonated by Balluku and his three acrobats, caught in a storm of scandals and under recent strong pressure from the European Union, he has inexplicably decided to defend Balluku.
It is almost an open secret that Edi Rama has been given a guarantee that he will not be harmed by the Balluku file, and yet Rama is not releasing it.
In these conditions, a logical question arises:
What greater shame does Mrs. Balluku know of Edi Rama, that makes all these storms he is going through today seem like lesser shames to her?/ Hashtag.al
