An old and not-so-famous name in Albanian business seems to have come under the scrutiny of SPAK.
Special prosecutors have questioned businessman Dritan Avllaj, known for years by the nickname "Tan Lepuri", and have seized his mobile phone.
The action was taken after investigators, while verifying other communications, came across messages that raised interest in Avllaj's role and contacts.
At this stage, it is not clear in what capacity Avllaj was questioned nor whether SPAK has filed any charges against him.
The seizure of the phone does not automatically mean that the businessman has committed a criminal offense. Prosecutors are seeking to verify his communications and relationships as part of the investigation, which also includes the name of former Deputy Prime Minister Belinda Balluku.
This is where the story gets more interesting. According to the same sources, SPAK is verifying suspicions that Avllaj played an intermediary role in matters related to contracts, transactions or interests of certain businessmen.
Since it is suspected that Avllaj benefited by mediating an illegal contract, this remains a lead that must be proven or disproven by the SPAK investigation.
What makes Dritan Avllaj's name particularly interesting is his story. "Tan Lepuri" is not a new name in the Albanian public debate.
About 16 years ago, he was placed at the center of one of the strongest political clashes over building permits in Tirana, when Edi Rama headed the Municipality.
In August 2010, Democratic MP Albana Vokshi published a contract where Dritan Avllaj resulted in 20% of the shares in a business deal.
Vokshi publicly claimed that Avllaj was a close associate of Edi Rama and that the 20% was related to securing a building permit.
Her accusation was direct: “The company 'Vizion Construction' was forced to include Edvin Rama's friend, Dritan Avllaj, known as Tan Lepri, as a 20% shareholder.”
Vokshi then presented Avllaj as Rama's “broker” and raised the question of how many other “20%” agreements could exist for construction permits in the capital. The DP also widely used this accusation, calling Rama at the time “Mister 20%.
His name was once publicly linked to Rama, with the debate over construction permits and the "20%"; while today, SPAK is taking an interest in his communications and suspected ties to Belinda Balluku's circle.
And the question that arises is: what are the prosecutors looking for inside it?
Sources say that the interest is not related to the 2010 story, but to much more recent communications and suspicions about Avllaj's relations with Belinda Balluku's circle.
If this lead is confirmed, the phone could help investigators reconstruct not only communications, but also contacts, documents, and connections between the people being verified.
There is another part of Avllaj's story that has been circulating in Tirana for years: his early connections with powerful businessmen, his activities after the '90s, and then his contacts in Kosovo.
Avllaj, since his youth, may have had connections with the former State Security, that he was later close to businessman Hajdin Sejdia and that after the Kosovo war he developed business relations with people close to Hashim Thaçi.
Now the story has taken another turn.
For the seizure of the phone, it is officially confirmed, Dritan Avllaj's device may become an important part of the investigation, but not necessarily because Avllaj is the main target.
In investigations of this nature, a person's phone may also be searched to prove the communications of other people.
For this reason, the questions remain open: What messages did SPAK find? Who was "Tan Lepuri" communicating with?
What connection do these communications have with Balluk?
Do names of businessmen, contracts or mediations emerge?
And above all, will the phone produce criminal evidence or will the investigation dispel suspicions?
For now, one thing is clear: a character who once placed himself at the center of the political battle for the "20%" of Tirana has returned to the attention of justice./ MaShqip
