A former senior officer of the Central Intelligence Agency (CIA) has been arrested in Virginia on charges of stealing tens of millions of dollars in gold bullion and foreign currency directly from the agency's coffers. The suspect, identified as David Rush, was arrested by federal agents after a joint investigation between the CIA and the FBI. He is formally charged with theft of public property and systematic fraud against government institutions.
The decade of lies and the "top secret" career
According to the FBI's indictment, Rush managed to infiltrate the highest executive levels of US intelligence and obtain a "Top Secret" clearance by completely falsifying his professional and academic resume. He applied three times in a row before being hired in 2009, climbing the career ladder for 17 years without being detected by security filters.
A simple FBI fact-finding investigation revealed that his claims were completely false.
Rush claimed to have served as a US Navy pilot and as the head of a joint weapons program with 145 people and 18 aircraft. In reality, the Navy confirmed that he had only served as a simple information systems technician.
He claimed to hold Bachelor's and Master's degrees, as well as an 11-year tenure as a thesis advisor at the Air Force Institute of Technology. The respective universities stated that they had no record of his existence.
In addition, after being discharged from the military in 2015, Rush had falsely declared 744 hours of military leave in the official timesheet system, benefiting from approximately $77,000 in illegal compensation.
The control operation and the discovery of the "treasure"
His scheme culminated late last year, when, exploiting his senior executive position, Rush withdrew a colossal amount of gold and currency from the agency under the pretext of "mission-related expenses."
Two days before his arrest, FBI agents raided his Virginia home, where they discovered a large amount of stolen property. The official report details the seizure:
“During the search of Rush’s home, over 300 gold bars worth approximately $40 million were found, along with $2 million in cash and 35 luxury watches, many of which were Rolex watches.”
Federal prosecutors said some of the funds and foreign currency allegedly stolen from him have not yet been recovered and investigations are ongoing to trace them.
Institutional response and legal referral
The revelation of this fraud has raised serious questions about the integrity of vetting protocols within the CIA. However, agency leaders stressed that once the irregularities were discovered, the case was handled with zero tolerance.
In a joint statement to the media, the FBI explained the origins of the criminal proceedings:
“After an internal CIA investigation identified possible violations of the law, CIA Director John Ratcliffe referred the information to the FBI for a law enforcement investigation. We are committed to pursuing the facts, ensuring accountability, and enforcing justice in accordance with the law.”
David Rush is currently being held without bail, awaiting the first court hearing where the security measure will be assessed.
