The Berlin Process, DW: What has been achieved, where to improve!

The Berlin Process Summit, which will take place in Tirana on October 16, is the tenth in a series of such summits and the first in the Western Balkans region, in a non-EU country.

Deutsche Welle looks at the achievements of this initiative now, but also the issues where it needs improvement. The restoration of the political will of the EU and BP member countries in the process of regional expansion and cooperation ranks at the top of the list of achievements.

"Thanks to the support of Germany and other countries participating in this process, it has been possible to 'close' technically prepared practices but which were not signed due to political disagreements. Such is the case of the three Mobility Agreements, which were signed last year in Berlin. These agreements have also been ratified by the Parliaments of Kosovo and Serbia and are being implemented by the relevant national structures, which clearly shows the added value of the Berlin Process, compared to similar initiatives", says DW .

The four objectives of the Berlin Process, declared from the beginning, remain unchanged: the solution of internal, open bilateral problems between BP countries, reconciliation between societies in the region, improvement of regional economic cooperation and finally the creation of a base for the sustainable growth of the region. Meanwhile, according to the article, the main shortcomings are three: There is no budget, no structures, no legislative framework.

The Achilles' heel of the regional agreements reached remains their implementation, and this statement is illustrated by the examples of the Ohrid agreement between Serbia and Kosovo or the ratification by Bosnia-Herzegovina of the agreement on movement with identity cards! One of the main shortcomings or challenges in this process is considered the lack of political will, which significantly hinders the potential for progress./ dw
