The acting Prime Minister of Kosovo, Albin Kurti, after receiving the mandate to form the "Kurti 3" government by unanimous vote from the national council of Vetëvendosje, also presented the four-year program.

Kurti aims to develop joint projects with the Rama 4 cabinet, ranging from the Durrës-Gjakova railway, the army, and joint textbooks for the diaspora.

"Together with Albania, we will ensure that Albanian language teaching is maintained in all countries where there is a larger Albanian community. In the new mandate, we will begin with the construction of the Pristina-Durres railway, which includes the Gjakova-Shkodra segment. Strengthening the army will be achieved through the purchase of weapons, training and education within the country in cooperation with Albania and in cooperation with the most developed military academies in partner countries. We will create the military unit together with the Armed Forces of Albania," said Albin Kurti.

In February, Albin Kurti won the elections, but not the necessary mandates to form a government. The acting prime minister accused the opposition of being the cause of the months-long crisis in Kosovo.

"The only dilemma is whether this 25-day measure is more absurd or more harmful. But that it is both absurd and harmful, I have no doubt. This is not the first time that the Constitutional Court has delayed, dragged out and deliberately harmed important processes for the citizens of Kosovo ," Kurti said.

Kurti accused the Constitutional Court of having delayed the decision-making process for the constitution of the Assembly for more than four months, functioning as a political shadow of the opposition against Vetëvendosje.

According to Kurti, five of the seven constitutional judges were elected in 2018, when Hashim Thaçi's coalition with Isa Mustafa and the Serbian List was in power.

"The Constitutional Court was like a political shadow of the opposition to Vetëvendosje. The court took an interim measure according to the Serbian list, unreasonable. And it demanded that 120 deputies of the Republic of Kosovo vegetate until September 30, a full 25 days in vain. Almost 3 and a half months from mid-April until the election of the president and four vice-presidents at the end of August, 3 months is the delay of the Constitutional Court ," Kurti added.

Another objective of Kurti, if he is re-elected, is to complete negotiations with the EU by 2030.
