Several activists from EU member states and the Western Balkans, who were participating in an international civil society conference, were asked to leave Serbia after being questioned by police. They were then banned from entering the country due to being deemed a “security risk.”

During the night of January 21-22, a group of participants of a civil society conference organized in Belgrade by the NGO Academy and supported by the Austrian ERSTE Stiftung and the Vienna University of Economics and Business were unexpectedly questioned by the police and then asked to leave Serbia within 24 hours. They have been banned from entering Serbia for a period of one year and have not been given any concrete explanation for this decision taken by the Serbian Ministry of Internal Affairs.

At least 14 conference participants were asked to leave Serbia. They are from Croatia, Albania, Austria, Slovenia, the Czech Republic, Romania, Moldova and North Macedonia.

One of the participants from Croatia said that she and her colleagues were met by Serbian police at their hotel late Tuesday and then taken to the police station for questioning, which lasted several hours. According to the participant, they were largely kept in the dark about their status and the process they were subjected to.

After questioning, those present were given the decisions of the Ministry of Interior determining them as a security risk to the Republic of Serbia and were required to leave the country within 24 hours. They were also banned from entering Serbia for one year.

Serbia is currently experiencing large-scale protests following the tragic collapse of part of the Novi Sad railway station in November. The ruling party and pro-government media have claimed on several occasions that the protests are supported from abroad, without providing any specific evidence. However, officials reportedly did not refer to the protests in their decisions regarding the activists.

The conference was titled “Earned Revenue Strategies for Purpose-Driven Organizations: How to Leverage Your Strengths and Navigate the Technical and Moral Frontiers of Markets” and was organized by the “NGO Academy”, which is a joint initiative of the ERSTE Foundation and the Competence Center for Nonprofit Organizations and Social Entrepreneurship of the Vienna University of Economics and Business.

In recent years, Serbia has banned the entry of several individuals into the country or ordered their detention at the border, after they were deemed a security risk by state institutions. In most of these cases, the individuals subjected to this treatment have been openly critical of the current Serbian government. These steps have been widely criticized as authoritarian.

However, this is the first time that a group of people without any apparent involvement in Serbian domestic politics have been deemed a security threat and banned from entering the country.
