North Korea is preparing a major troop surge to help its ally, Moscow, in its war against Ukraine, with up to 50,000 North Koreans potentially stationed in Russia, Ukrainian President Volodymyr Zelensky said.
In late July, the Ukrainian leader said that Russia wanted to bring in 30,000 additional North Korean troops. He recently added that Pyongyang has decided to send between 30,000 and 50,000 North Koreans to Russian territory. He did not specify whether that number included North Korean soldiers already fighting in the conflict.
Zelensky also warned that North Korea was gaining valuable experience in modern warfare and called on South Korea to increase cooperation with Ukraine on air defense and drone warfare. Two days later, he said that Russia had received more North Korean ballistic missiles, which were allegedly used in the attack on Zaporozhye.
Thousands of North Korean casualties in Ukraine
Russia and North Korea signed a defense treaty in the summer of 2024, and North Korea began sending combat troops to Russia a few months later. Analysts estimate that between 14,000 and 15,000 troops have been deployed, mostly in the Kursk region.
Pyongyang later agreed to send 6,000 more troops, including deminers and military construction workers. North Korea has sent millions of artillery shells and ballistic missiles to Russia, according to South Korean and Ukrainian authorities. South Korean intelligence estimates that about 6,000 North Korean soldiers have been killed or wounded in the war.
On Thursday (13.08.2026), the Japanese news agency Kyodo, citing Ukrainian military intelligence, reported that the upcoming increase in the number of North Korean troops had been confirmed. Ukrainian sources say that up to 50,000 North Korean troops could be deployed in Russia by the end of November.
The troops will reportedly take over duties in the Russian regions of Kursk, Bryansk and Belgorod, freeing up Russian forces to fight on the Ukrainian front.
"Improving" cooperation
South Korean lawmaker Yu Yong-weon told DW that military cooperation between Russia and North Korea is improving. Yu is a former military journalist who visited Ukraine in 2025 and again in February of this year. He said that during his last visit to the war-torn country, he heard claims about a possible increase in North Korean troop numbers.
"I'm worried because it looks like this is becoming a reality," he told DW. Yu stressed that 30,000 to 50,000 troops would be significantly more than the roughly 20,000 soldiers and support personnel who participated in the initial phase.
Zyrtarët rusë i lavdërojnë koreano-veriorët
"Surviving soldiers could bring valuable combat experience back to North Korea. Some could become junior officers or instructors and thus pass on the experience of drone warfare, reconnaissance and other aspects of the conflict throughout the military," says Ahn.
"Young soldiers are also exposed to life outside one of the most isolated societies in the world. However, a sudden increase in casualties could make it difficult to portray the war as a success," Ahn added.
"The limited number of casualties may be presented as a major success. But tens of thousands of dead and wounded could leave grieving families and war invalids, turning North Korea's battlefield experience into a domestic political burden," Ahn concludes.
