Within a very short time, the Centralized Purchasing Operator has awarded several tenders to the company "Mektrin Motors", starting with police cars and now for fire engines or forestry vehicles. It seems like a "summer love", the one between the OBT and the company based in Xhafzotaj, Durrës, as the Operator's managers "darken" their eyes every time "Mektrin" participates in the tenders.

VoxNews has previously reported on the much-discussed tender for police cars, where it turned out to be more expensive to rent them than to buy them. The winner was a company from Xhafzotaj, in a lot worth over 2 million euros. In fact, to rent a car, the state would pay 34 thousand euros for 4 years, while other concessionaires have similar cars for sale for 18 or 20 thousand euros.

Meanwhile, a few days later, the same Operator gives the same company about 800 thousand euros to buy some fire extinguishers. In fact, it disqualifies all the other members who participated in this procedure, including the Albanian company "TIMAK". Without wanting to advertise it, the company in question produces fire extinguishers for a number of European countries, with all the equipment. A few days ago, it sent dozens of ambulances to Ukraine, while it has also produced the first Albanian military vehicle "Made in Albania", named "Shota".

It seems that the money is the same for the Operator, who dares to “cut off” all the competitors. In the case in question, the tender was won by the lowest bid, but the disqualification of all the other firms remains very suspicious. It seems as if they were told “when Mektrin enters the tender, make way”. Or a sign of arrogance of this institution, which only makes tenders.

According to documents available to VoxNews, on July 3, the Centralized Purchasing Operator announced the winner of the tender "purchase of fire engines and Pick Up service vehicles for ARRSH", with an implementation deadline within 180 days from the date of signing the contract. The following companies participated: "ARTEO 2018" with a value of 87 million lek, "MEKTRIN MOTORS" with a value of 80 million lek, "SPARKLE 32" with a value of 99 million lek, "START CO" with a value of 96 million lek, and "TIMAK" with a value of 84 million lek.

Ndërkohë, në të njëjtin dokument shkruhet se “TIMAK” është skualifikuar për shkak se “s’ka autorizim nga prodhuesi ose nga distributori për llojin e mjetit të ofruar”. Sipas Operatorit, “TIMAK” s’ka sjellë autorizim nga prodhuesi i mjetit japonez “ISUZU”. Gjithashtu, firma shkruan OBP, duhet të paraqesë katalog ose skedë teknike. Një tjetër arsye e skualifikimit të firmës “TIMAK” që prodhoi edhe mjetin ushtarak “Shota” është se duhet të paraqiste dëshmi për furnizimet e mëparshme të kryera gjatë 3 viteve në vlerën jo më pak se 40 % e vlerës së fondit

limit të kontratës. Firma dërgoi disa kontrta me Bashkinë e Tiranës, e Bashkinë e Kukësit si dhe disa kontrata me firma private, por nuk e kaloi “pragun”.

Duket se, dokumentet standarde i përshtateshin vetëm një firme, asaj fituese “Mektrin Motors”. Kjo për shkak se është skualifikuar edhe firma “SPARKLE 32” pasi s’ka xhiro vjetore aq sa vlera e tenderit apo s’ka furnizime të ngjashme. Me të njëjtën arsye për furnizimet e ngjashme, u skualifikua edhe “ARTEO 2018”.

Në të njëjtën ditë me shpalljen e fituesit të tenderit të mësipërm, Operatori i Blerjeve të Përqendruara shpalli të njëjtën firmë “Mektrin” fituese të një tjetër procedure. Sipas dokumenteve që disponon VoxNews, firma nga Xhafzotaj fitoi procedurën me objekt “blerje minibusa për DPD dhe automjet për AKDC, e ndarë në 2 (dy) lote.

Bëhet fjalë për lotin e parë “blerje minibusa për Drejtorinë e Përgjithshme të Doganave”, me fond limit të lotit 13.320.000 lekë pa TVSH, me afat zbatimi brenda 45 ditëve nga dita e nënshkrimit të kontratës. “Mektrin” i fali vetëm një bakshish prej 480.000 lekë buxhetit të akorduar për këtë tender, ose as 5 mijë euro.


Disa ditë më parë, VoxNews publikoi dokumente për shpalljen e fituesit të tenderit për marrje me qira të mjeteve të Policisë së Shtetit, një procedurë e finalizuar nga Operatori i Blerjeve të Përqendruara. Firma “Mektrin” u shpall fituese e lotit 2 për marrjen me qira të makinave për Policinë e Shtetit, me objekt “marrje autovetura SUV me qira për Policinë e Shtetit”, me fond limit në vlerën 227,800,627.

Oferta më e ulët ka qenë sërish e kompanisë “ALBANIA MOTOR COMPANY” me vlerë 171 milionë lekë. “MEKTRIN” ofroi 201 milionë lekë. Policia shkruan se do të marrë 60 makina me qira për 4 vite SUV. Me një kalkulim rezulton se 1 makinë e tillë do t’i kushtojë arkave të shtetit shqiptar 3.350.400 lekë, ose rreth 34 mijë euro.

Ofertë më të ulët se fituesi pati edhe “PORSCHE LEASING” me vlerë 194 milionë lekë, por të dyja ato që ofruan më pak u skualifikuan. “PORSCHE” për shkak se nuk ka plotësuar informacionin se kush janë personat aksionerë ose ortakë. Ndërkohë, që firma “ALBANIA MOTOR COMPANY” “s’ka punë të ngjashme”.

In the accompanying documents there were several clauses, which result in the fact that "the vehicles would be used by the lessee for 4 years with an average annual planning of 32,500 km per vehicle group or an average use of 130,000 km for 4 years per vehicle group". The vehicles will be used by the State Police for a period of 4 years, while after the end of this period, these vehicles will be sent to the "Mektrin" company, which was declared the winner of the tender.
