For the sake of normality in the Assembly, the opposition of Reestablishment gave up the initial request for the investigation of the four largest concessions granted in the field of health and accepted that the commission that will be set up for this work will investigate two of them.
The two concessions chosen for investigation by the commission are the check-up concession, with a cost of more than 8 million euros per year, and the sterilization concession worth about 17 million euros per year.
The reestablishment gave up the initial request last fall to investigate the hemodialysis concession, with a cost of almost 10 million euros per year, and the one for laboratory services, with more than 18 million euros per year.
Sources of VoxNews.al claim that during the process of negotiations with the socialists, the latter did not condition the investigation of concessions in health, which means that giving up the investigation of the concession of laboratories and that of hemodialysis was a voluntary choice of the opposition Reestablishment.
The selection of which concessions to investigate and which not appears at first sight to be random, but in fact it is not.
The same name stands behind both concessions as a shareholder; that of Klodian Allajbeu, accused as the health oligarch who established a monopoly of services in this sector.
Hemodialysis Concession
The much talked about hemodialysis service concession was awarded by the Ministry of Health to an unknown company in October 2015.
Diavita Sh.PK Since the first year of work, the company reported to the CKB a net profit of almost 400 thousand euros and all without investing a penny.
Diavita is the company created in co-ownership of Claude Allajbeu's American Hospital company to the extent of 15 percent and the company Evita sh.pk to the extent of 85 percent. In order to lose track, after receiving the concession, the Evita company sells its share of shares to a shell company registered in the Netherlands.
The shares were sold for only 160 thousand euros, that is, not even half of the net profit provided by the hemodialysis concession in the first year of work.
The shares were bought by the company Arimo BV, behind which, according to the beneficiary register, there is an anonymous Bulgarian citizen born in 1988 named Zoya Georgieva Gyurova.
Indeed, the transaction is suspected to have been made by Klodjan Allajbeu in order to lose track and not reveal the fact that the same owner was behind both companies that founded Diavita and that the union of operators was fictitious.
Concession of laboratories
Fituesi i paracaktuar
The company was founded in 2007 and has nothing to do with laboratories and diagnostics, but has financial activity as its object.
This company, with administrator Konstantinos Karathanos, is owned by the Albanian company Pegasus, with sole owner Janis Karathano, with which it has received over 100 tenders in the health sector worth about 20 million euros. The tenders with the highest value were received in cooperation with the Evita company of Claude Allajbut, the beneficiary of the abusive 84 million euro hemodialysis concession.
So, Janis Karathano and Sokol Ramizi control on paper 75 percent of the concession. Karathano has bought and used a financial company in the Netherlands, to create the idea of an international union of companies, winning the 130 million euro concession.
The third company, which has 25% of the laboratory concession, is EXALAB, a French company registered in France, with address at 208 Avenue Pasteur 33600 Pessac, France, and no. registration 323 191 106 RCS Bordeaux.
In all this cartel of fabricated companies and connected with Janis Karathanon, the only real company is the French company EXALAB, with the object of laboratories for medical analysis, founded in 1998, with administrator Olivier MARQ and Valérie MARAZANOF, with a capital of 4.8 million euros.
The procedures for the concession of the laboratories were started in 2015 by Ilir Beqaj and were finalized in 2019 by Ogerta Manastirliu.
The contract was signed on April 24, 2019. Based on the contract, the hospitals pay the concessionaire the service fee for all analyzes performed based on the recommendations of referring physicians, always without exceeding the budget ceiling.
