One of the concessions in healthcare that has created a huge hole in the budget is undoubtedly the sterilization of medical equipment used during interventions and surgeries. At first glance, it seems like a very utilitarian service, but before it was given to the private sector in 2015, the "work" was done by the state itself, even at a cost many times lower than what the private sector is doing.

The concession agreement predicted that the total cost for 10 years would be 100 million euros. But, when we are in the last year and the balance sheet for 2025 has not yet been released, the cost seems to be going to the figure of 150 million euros. VoxNews reported a few days ago that in the two years 2023 and 2024 alone, the state gave the company "Sani Service" a full 33 million euros, or 1\3 of the value of the concession.

But, which state official signed to be given this amount? Clearly exceeding the value of the ceiling fund approved in the agreement! In fact, the signature came at a time when this agreement was under investigation by the Special Prosecution Office, where several state officials are under arrest, as are several owners of the firm.

The letters have continued to be used, both by concessionaire firms and by state offices, where the Health Care Fund has "let go" and has made millions of euros. It seems like a scheme that is commonly used in all concessions, where mainly foreign firms win public works or assets with letters and then add staff and work with subcontractors so that the balance sheets always come out with losses or minimal profits.

VoxNews has published documents that the concessionaire firm turned over a full 18 million euros in 2024. Meanwhile, despite this money circulating, it earned only 675 thousand euros! A negligible figure, which dictates that something is wrong. Either the management leaves much to be desired, or the staff and useless tasks have increased, leaving no money in circulation, but to go to salaries, per diems or bonuses.

VoxNews has browsed other documents of this firm, mainly the company's organizational chart. If you look closely, it seems that most of them are directors or employees who serve the directors. There are a multitude of managers, quality, center, work quality, operational directors, product specialists, consultants, personnel managers, central managers, or operating room managers.

The company operates with a shareholders' assembly, technical directors who report directly to the assembly, other managers. Even delegated administrators, responsible for work safety, operational directors, dozens of information and warehouse managers. In addition, all these managers and directors have dozens of assistants or consultants, where at the end of the entire chain there are several employees who perform these sterilizations.

The company's documents reveal that the entire structure consists of 270 employees, most of whom are directors, the managers we listed above. Meanwhile, only a portion are operational employees, those who also do the work in the field.

It looks more like a large cash flow than the work being done in 29 hospitals, where undoubtedly even the intervention of the state itself, which controls 40% of the company, has not brought about the cessation of abuses or even the increase in costs. But if you want to circulate millions of euros, to go up to 50 million more than the contract, who dares to sign it?

Perhaps, even the employees of the Health Care Fund have received orders from above to continue payments without interruption, albeit in a complete overrun of the entire field. Especially with a huge staff, where their salaries must reach the peaks, just like Bankers or Abchrome.
