Such is the case that VoxNews has investigated, where a builder was "rewarded a few months after the government confiscated a 9-story building in Tirana with papers. We are talking about the builder Alban Bitraj, who, together with two other businessmen, will build a monster in the Astir area.

The permit was granted a few months ago, while it was revealed in recent days by the KKTU, where construction will take place near an overpass on the Ring Road and very close to the main road.

A few months ago, the KKT itself made a decision regarding businessman Alban Bitraj. One point of the decision states that "the area built without a permit for profit purposes" was confiscated in the public interest.

It concerns the object "residential and service building 5, 7 and 9 floors, with 2 underground parking lots", located on "Kont Urani" street, Tirana Municipality, with the developer company "Fabri D" sh.pk. According to the documents, the company is owned by Mr. Alban Bitraj, who became the 100% owner in 2022.

According to documents available to VoxNews, a few months ago, the KKTU made a decision to conditionally approve the construction permit for the object "residential and service building with 2, 12-30 floors above ground and 4 floors underground", located in the "Unazë së Re" area, Tirana Municipality, with the development companies "Ere Architecture & Construction", "Bega - 07" and Mr. Alban Bitraj as developers.

Bitraj will build the monster with another builder, Arben Muçobega, who has also been awarded several times by KKTU recently, especially in Himara, Llaman and Dhërmi.

VoxNews reviewed the documents of the KKTU decision, which states that the site where the 30-story monster will be built is mainly formed by residential buildings, some of which have been reconstructed and reformulated according to new housing standards. "In this context, the study of the land in question was carried out for a residential and service building, based on the conditions and norms determined," the decision states.

The building will have several functions, mainly for residential and service areas. "Regarding the architecture that the architect has followed, numerous vertical and horizontal elements dominate which, as a result of the totally white building, create different shades at different times of the day," the decision states.

According to her, the shape of the object is in curved lines. "The object consists of 1 massive volume, but creates escalations along the height, giving dynamism to the form, to bring it as close as possible to the intended concept," the decision reads.
