The Ministry of Infrastructure and Energy has canceled the much-debated Milot-Balldre road concession. On July 14, 2025, the ministry released the official document for the first time, stating that none of the firms that submitted bids were suitable.
It is learned that some of the firms and oligarchs who have received tenders and concessions have submitted offers to the ministry, but the change of course has left everyone surprised. But if the Gener 2 firm did Thumanë - Kashar, Salillari operates in Durrës - Kukës, while the ANK and 4 AM firms easily win tenders from the Albanian Road Authority, why did they not submit any suitable offers?!
Perhaps, negotiations between the firms and the people behind them could not have advanced, while the cancellation came at a time when Prime Minister Edi Rama is trying to restore the "honor" of the government, after successive scandals. This is the second time that this concession has been canceled, the first time ANK was unable to secure the money.

According to documents available to VoxNews, a few months ago the Ministry of Infrastructure and Energy opened the competition to award a concession for the "design, construction, operation, maintenance, rehabilitation and transfer of the 'Milot - Balldre' road segment".
The duration of the contract was 35 years with a total estimated contract value of 364,732,924 euros excluding VAT. “The location of the contract object is the proposed route of the 'Milot-Balldre' road that starts at the Milot junction, where it will connect with the other road segments Milot – Thumanë – Kashar - Lekaj and with the National Road and will end at the existing Tirana – Shkodër road, in Balldre,” the documents state.
According to her, the reasons for the cancellation are because "none of the submitted offers meet the requirements of the invitation to tender, so no suitable offer was submitted. The bidders were notified of their disqualification by the Contracting Authority on 19.06.2025," the documents state.
It is learned that 4 offers were submitted by "Gener 2", "Salillari", "ANK" and "4 AM", but as the ministry writes "there was no suitable offer". It is learned that the concession has a length of 17 kilometers and the private investment is estimated to be around 365 million euros. From the studies carried out, it resulted that the axis would generate an amount of around 1 billion euros for 35 years.
The winning firm would also install a beam, where the basic toll on Milot Balldrenë Street was 0.12 euros per kilometer. Passing a vehicle for 17 kilometers would cost 2.5 euros.
