
One of the companies that should have been under investigation for at least two procedures, the first for breaking its system in Peqin Prison and the second for the tender for laboratories in schools, has won another tender from the institutions that should investigate and judge it. Not long ago, the company AlbaScan won a tender in 2024 from the Special Prosecution Office, SPAK, worth half a million euros.
Meanwhile, a few weeks ago, the same company also won a tender from the Republic Guard worth around 400 thousand euros. A series of institutions, of particular importance, that are "lining up" to give millions of lek to this firm!
But didn't this company fail with security in Peqin, where a convict killed a fellow convict? But where are the laboratories in the schools that cost 17 million euros?!
Normally, these affairs should be investigated by SPAK, which has awarded the tender. Also, if the Special Prosecution Office were to establish abuses by state officials, the case would be tried by the Special Court.
But what actions does this court take?!
A few weeks ago, according to documents available to VoxNews, the Special Court that judges SPAK cases opened a tender with the object of "bag scanner and metal detector bridge." The documents stipulated that the most economically advantageous offer based on price would be the winner.
"Through this form, we inform you that AlbaScan participated in this procedure/lot with a value of 12,050,000 lek," the documents state. So, there was only one bidder who was declared the winner.
According to documents, the AlbaScan company is owned by brothers Elton and Elision Jorgjis. 8 months ago, the Special Prosecution Office announced the Albascan company as the winner in the tender of about 500 thousand euros for the purchase of a scanner for vehicles and an automatic bollard. According to documents made public by the Procurement Agency, two offers were submitted in this tender. The first was that of the company ALComm Solutions, which offered the scanner at a price of 340 thousand euros. While Albascan offered a price of 450 thousand euros.
The SPAK Bid Evaluation Committee disqualified the low bid with the argument that ALComm Solutions did not meet the required economic and financial capacity, declaring Albascan the winner with a bid 110 thousand euros higher.
This company became "famous" in the 17 million euro tender of the Albanian National Agency for Higher Education for School Laboratories. At the time, there were complaints that the tender was extremely inflated, and that the computers were even sold to the schools at a price 4 times higher than the market value.
But the most flagrant case with consequences for people was that of Peqin Prison. The tender for the maintenance of the surveillance system was won by AlbaScan. The scandal erupted when a prisoner in Peqin Prison committed a sensational murder inside the penal institution. Investigations revealed that the weapon had been brought in without being checked, as the scanner that was supposed to identify the weapon was not working. In fact, several security cameras were also out of order.
But these scandals have been "forgotten", with AlbaScan now easily winning tenders from SPAK, the Special Court or even the Republic Guard. Until 2019, the firm won "crumbs" from tenders, but after this time the Jorgjis brothers have managed to win a full 35 million euros from the state budget.
