Tik tok, Akep and Spak!

Many may ask what connects these entities together? Absolutely nothing!

The Decision of the Council of Ministers No. 151, dated 6.3.2025, "On taking temporary measures to avoid the negative impacts of the on-line platform "TikTok", charges many state institutions with the implementation of the decision. It concerns the one-year closure of the Tik-Tok platform.

AKEP is not mentioned in any line of this decision, with a view to its implementation.

But what happened?

AKEP undertakes, without any clear legal framework, a process that forces private telecommunications operators (Vodafone, One, etc.) to install external devices that apply DPI in their systems. Where did AKEP find these devices?

DPI has been mentioned in both print and broadcast media recently, as it is an advanced technology that controls in detail the content of communications on information networks, or simply put, "it intercepts every person on every communication platform if given the command."

Tik - Tok had more than 5 harmless technical ways to apply it. Why was this method chosen by AKEP?

The scandal is actually not in the fact that telecommunications operators were forced to install this equipment that AKEP provided.

AKEP, in violation of every law, regulation and without any fear, on the verge of institutional suicide, installs within its infrastructure the central equipment for this DPI system.

Does SPAK understand what DPI means? Does SPAK understand that AKEP can eavesdrop on every corner in the Republic of Albania? Even SPAK itself?

Today, a letter from AKEP instructs these operators to remove these devices from their technical infrastructure as soon as possible. Not even 3 months have passed since the government's decision, which was for a 1-year extension!

We will not talk about the role of AKEP, an institution that should guarantee telecommunications services.

We are appealing to SPAK to investigate this super scandal that directly implicates AKEP as soon as possible.

In fact, the title of this article, which is valuable for launching investigations, should have been SPAK sleeps, AKEP eavesdrops. For ethics and not only, we chose the title that this public denunciation article has!
