The General Directorate of Road Transport has finalized one of its most important tenders, that of purchasing license plates. The winner of the tender was the IDK company, owned by Mr. Barjam Dalipaj. This company has experienced an increase in the profits of permits and tenders in recent years, while there have also been suspicions that it is favored by the majority.

According to information verified by VoxNews, the owner of the company (Barjam Dalipaj) is the father of the Distribution System Operator Administrator, Blendian Dalipaj. Did the son influence his father to win the 6.5 million euro tender?!

The doubts are great, since the offer of the IDK firm is a full 750 thousand euros higher than the offer of the firm that offered the least. The justification for the disqualification of those who offered the least is that the Slovenian firm did not bring with it an apostille stamp what tenders it had won in that country, although the DPSHTRR had complete information that the tenders were worth 30 million euros.

This procedure is one of the flagrant cases of misuse of the state budget. On the one hand, it is loudly trumpeted that "the tender is international" and on the other hand, these very internationals are disqualified for banal and quite bureaucratic reasons. The letters made to state offices seem to be predetermined, to those who have earned the most money and who have strong ties to the majority.

According to documents available to VoxNews, on August 29, 2025, away from the attention of public opinion and a few days before the resumption of work in the administration, the Director of Road Transport Endri Haxhiu signed the tender. It is a tender with the object of "purchase of license plates and ribbons", for a period of 3 years. The documents also include the quantities required, where hundreds of thousands of license plates are required for 36 months. The winning company, after being announced, had 90 days to serve it to the DPSHTRR.

The bid of the winning firm, “IDK–KONSTRUKSION” was worth 648,429,000 lekë, or over 6.5 million euros. The lowest bid was from the merger of operators “GSG” from Albania and “KIG” from Slovenia. These firms offered 574,473,810 lekë, or about 750 thousand euros less than the winning firm.

BOE “TSR” & “EHA Hoffman International” also participated in the tender with a value of 688 million lek, as well as “GENERAL TRADING” with a bid of 702 million. The company “ALGRAFIKA” also had a name, but offered 0 lek.

In the document announcing the winner, Haxhiu and his subordinates write that the offer of the firms “GSG” and “KIG” was disqualified because the document from the Slovenian Ministry of Infrastructure did not arrive according to the procedures. This ministry issued the firm a certificate that the KIG firm had won two tenders in that country worth 22 and 30 million euros. But, for the masters of the DPSHTRR, “the certificates are not legalized with an apostille stamp”.

The firm insisted that this directorate verify them and, if they were declared winners, would present them with an apostille stamp. Further, the DPSHTRR wrote several paragraphs that Albania and Slovenia had signed conventions and treaties for these stamps and as a result the documents were not accepted!

The firms that offered the least also submitted documents that they had won tenders in Kosovo, but again did not meet the "technical capacities" of the Road Transport Directorate in Albania, as a certificate issued by the Ministry of Internal Affairs of Kosovo was not submitted. In Kosovo, the firms have won two tenders worth 2.5 million euros.

But, despite the fact that the companies produce license plates in Kosovo and in a European Union country, they are still not enough for Albanian specialists. So much so that they sign to give the tender to the family of an important director of the majority. Could it have been predetermined?!
