
The Albanian Parliament is not giving up on Artificial Intelligence, as it has announced the tender for the system and maintenance. There are two procedures worth over 1 million euros, for the implementation of the audio-video system. The procedures were canceled twice in a row due to lack of offers, and were even announced by the former Speaker of the Parliament Lindita Nikolla. But even the first procedure of the current Speaker Elisa Spiropali was canceled, while this is the third time.
What is noticeable in these procedures is the added value of the tenders, which this time has reached over 1 million euros, since maintenance alone is worth 200 thousand euros. A huge amount for a service that has been provided so far by Assembly employees. But, if such an amount is awarded, has the number of employees decreased? Of course not, since from year to year and with the change of presidents, the number has only increased.
According to documents available to the VoxNews editorial team, the Albanian Parliament has opened a tender with the objective of "purchasing the Parliament's audio-video data transcription system, based on Artificial Intelligence and 48-month maintenance service". The value of the tender is a full 75 million lek, as it concerns "software packages and information systems".
Meanwhile, at the same time, the Albanian Parliament has opened another procedure, with the object of “24-month audio-video system maintenance service”. The value this time is around 20 million lekë, as it concerns “audio-visual equipment”. Surprisingly, the first tender also includes maintenance. But, in the second procedure, it is only maintenance!
But, these are not the only expenses of the Parliament, which has also planned the tender for "electronic voting system maintenance service" with a term of 24 months. The limit fund for this procedure is 16 million lek.
A few weeks ago, VoxNews published information about the failure of the tender to introduce Artificial Intelligence in the Parliament. The reason for the cancellation was because no firm participated in the procedure.
But, what is Artificial Intelligence needed for within the Assembly?! To replace legislators? To make modifications to draft laws coming from institutions? The Assembly writes in the documents that the object of the procedure was to analyze audio and video! The drafters of the Assembly's tender documents write that they attempted to purchase a system for transcribing audio-video data of the Assembly of the Republic of Albania. This is based on Artificial Intelligence and maintenance service for 48 months.
But, if Artificial Intelligence is going to handle the transcription of audio-videos, what will hundreds of Parliament employees do? The documents state that the reasons for the cancellation of this procedure were that "no suitable offer was submitted in the single-stage procedures."
At the time, VoxNews wrote after the cancellation that "this does not mean that Spiropal or other Assembly officials will not put it up for tender again. Perhaps even to increase its value, since if the first attempt fails, the value of the limit fund increases. A scheme commonly used by other institutions, which may now also affect Parliament."
In fact, that's what happened, as 200 thousand euros in maintenance were added to the procedure!
