All the movements of the private company that has undertaken the construction of the tourist port of Durrës, the government's decisions on them and the recently communicated agreement itself raise doubts that behind this project lies a big corruption affair, perhaps the biggest in the history of Albania .

Why? First, the port was said to be built by 'Emaar Group', one of the world's largest construction companies and known for transforming Dubai from a desert into one of the world's leading financial centres.

But Emaar Group transferred the construction to Symphony Invest Ltd, a company registered in the Cayman Islands, known as a tax haven. It doesn't end there. 'Symphony Invest ltd' transfers the construction to 'Eagles Hills Real Estate', registered in the United Arab Emirates.

These are movements that have been recorded in the span of a few months by the company. Other movements are the Government's. The latter from the idea of ​​forgiving about 820 thousand square meters of public property to the private company without being involved in the project, suddenly decided to become a part and shareholder in 'Real Hills Real Estate'.

According to the signed contract, the Government will be actively involved in the project, but without funding. The money will all belong to the private company. But what is the condition that the company has accepted these terms? Brisida Shehaj says that the company is being given land without benefiting from anything in return, and apart from that, the company is exempt from the infrastructure impact tax and 3 percent of social housing, which at the cost of 2 billion euros, which is said to be the value of the investment. taxes goes up to 70 to 100 million euros.

Another point that raises doubts is what decides the government to undertake the expropriations and cover their costs. Why is this point needed, at a time when the entire project is located on public land?

Brisida Shehaj says the answer may be the plan to expand the project with construction on surrounding properties owned by individuals or other private companies. She calls this a mega-affair that everyone is keeping quiet about.

In fact, even the real opposition, as Sali Berisha calls it, has been silent on the issue of this port for months now. Not a word has been said by the opposition camp, despite the fact that in the middle are millions of euros of state property that are being given to a company under the guise of building a tourist port, which will boost tourism in the country.

Alibia falls in one of the points of the contract, which stipulates that the company will start work with the construction of buildings, resorts and hotels and then the port. So the whole project which is called tourist port will start with buildings.
