Albania is trapped under the clutches of concrete, in historical, protected or even touristic places. Permits are being issued everywhere week after week, even in the coastal area or even in those cities that have never seen a single tall tower. But the skyscraper mania has affected everyone, even the beautiful city of Saranda.

After the Port of Saranda was granted a concession, which is under investigation by SPAK, or permission was given for a mega project near the Lëkursi Castle, or even after the Castle itself will be transferred to private ownership, now it is the turn of the city center. With a sudden decision, without any consultation with interest groups, or even with the residents themselves, the National Council of Territory and Water has approved a super structure.

A 32-story tower! And where, in Saranda, where most of the former local government permits have turned it into a ghetto and with no possibility of movement. But, the seal has been put on it by KKTU, which will build a super tower.

According to documents researched by VoxNews, the National Council for Territory and Water approved a construction permit for the “Saranda Tower” facility in May 2025. The decision states that it is a “residential and service complex with 9 and 32 floors above ground and 4 floors underground, located in the Municipality of Saranë.”

A huge structure, where starting from the name, it is believed that it will be built in the center of the tourist city. But, to build such a work, this is a complete violation of urban planning laws or even tourism laws. What will the 32-story tower serve? Does the entire view in front of and behind this structure get ruined? Is the city of Saranda itself built on a steep hill? If the structures behind it block the view of the sea, who benefits?

Normally only the builder, where the KKTU writes that the permit was granted to the company "G&P", sh.pk. But who is behind this company?!

According to documents available to VoxNews, the company “G&P” was founded by Mr. Shefki Karamuço in 2005. Initially, he had 50% of the shares, then he took 100% of the shares and when he became a state official, he donated them to his family members Bashkim and Safet Karamuço. Currently, Bashkim and Safet both have 50% of the shares, while Shefki himself has 50%.

The main shareholder of this firm, Shefki Karamuça, was mayor of Vora Municipality from 1999 to 2003. Meanwhile, in 2015 he appeared again as an advisor to the LSI until 2019. On August 25, 2020, after the resignation of the deputy mayor Laureta Omeri, former mayor Karamuça took over the position of deputy mayor. In 2020, there was a crisis in the management of the Municipality of Vora, at the time when it was led by Agim Kajmaku.

After Kajmak left, the post of mayor was taken by Hekuran Brahimaj, who held it for only a few weeks. Brahmaj also left and surprisingly, Shefki Karamuço proclaimed himself mayor. The media accused him at the time that, as soon as he took office, he began building a private building next to the Municipality of Vora without a permit. He even employed the company's close circle and family members in the municipality. It didn't take long, as Karamuço also left the leadership, only to reappear again, with a super permit in Saranda!
