A giant tower will be built on the land and the huge state building, where the Educational Services Center is currently located and where the Albanian Telegraphic Agency or the Ministry of the Environment used to be. The government has opened the tender to give the land and the building to a private company, where in return it will receive a percentage from the construction.

But what stands out is that this state-owned property, next to "Zhan Dark" Boulevard, very close to the center, will turn into a huge building, which is expected to be managed by a private firm.

There are still no details on how the property will be divided, but what stands out is that the private sector will build a total of 87,000 m2, at a total cost of 110 million euros. Considering the high value of the square meter, then the profits that the private person will receive will be extraordinary.

VoxNews has secured the documents announced by the Albanian Investment Corporation, which writes that it has opened the "construction and management of the Government Complex" procedure. The title of the contract is "development through entrepreneurship of VOID Tower", in the building and land of the former ATSH, adjacent to Lana and very close to the center of Tirana.

"The investment project aims to transform old state spaces and buildings that currently show signs of depreciation, degradation and outdated, non-contemporary infrastructure and where the existing conditions show the need to improve the quality of the properties. The public interest pursued by the investment project consists in improving the working conditions of public officials, as well as in the energization of the city by bringing about the development of the urban areas where the properties are located" is also stated in this document, as well as the project of the Cadastre building.

It is further stated that the project is carried out through a partnership model, where the Corporation has the role of developer and mediator between the public institution that has an interest in developing its properties and benefiting from contemporary buildings and the private partner that possesses the financial, human resources and executive capacities and has interest in the realization of the investment project.

The corporation writes that it is implementing the architectural project idea of ??the union of the entities "Andrea Kaputo & Focus Architecture & OpenFabric & James Beckett". There are two towers on a large area, where in the photo it looks like a shopping center and apartments above. The tower is called "Void Tower", as the Corporation writes that now the stages of competition for the selection of the Private Partner will begin, that of qualification and selection.

The private firm has several conditions, where the Corporation writes that it requires the commitment that in the VOID Tower building, the architectural project-idea of ??the Government Complex will be fully developed in the property for public development, according to the development permit. The commitment to conclude the enterprise contract and its associated agreements with the Corporation is required, at the end of the selection process.

"Offers submitted by candidates at this stage must meet the basic criterion, which is 45% (forty-five percent) and will be evaluated with the selection criterion, which is: The highest percentage of the relevant surface offered to the Corporation in the VOID Tower building on the base criterion. The offer that offers the highest value of this percentage is declared the winner", this document states.
