The National Commercial Bank, known as BKT, Procredit and RaiffeisenBank have been identified in the prosecution's file in the scandal of the theft of nearly 40 million euros from citizens through the MicroCredit scheme.
Weblajm has published the file stating that 11,000 accounts, mainly citizens' salaries, have been seized at BKT.
SPAK has already received this file from the Tirana Prosecutor's Office and is expected to soon follow up with concrete actions such as arrests and seizure of assets worth the abuse that occurred over a decade.
This scheme was set up by MCA and Final, two companies under investigation.
Citizens have been forced through seized bank accounts (in BKT alone, more than 11,000 bank accounts were seized last year), especially salary accounts (which have been held indefinitely), or through the seizure of real estate, without any possibility of coping with daily life, to take out new loans, " to restructure the old one " or to pay inflated debts.
While ProcreditBank and Raiffesen Bank had a preferential relationship with MCA, which purchased the outstanding loans there.
The financial institution MCA has agreed to purchase a portfolio of hundreds of thousands of loans from second-tier banks, especially from " Raiffeisen " and " ProCredit Bank ", by executing them only through the 3 enforcement companies mentioned above and by cooperating with the former enforcement agents of these companies according to a defined scheme, forcing debtors to take out new loans to repay the obligations conditioned by the enforcement processes.
The material provided by weblajm.com states that citizens were not only not relieved of their sequestration after paying off their debts, but the blocking scheme was still ongoing.
30 million euros in 2023!
ix. Even after the transfer of properties with considerable values to the ownership of the MCA and Final companies, the citizens' obligations to MCA and Final have not only not been extinguished, but they continue to be debtors to the MCA and Final companies, their bank accounts and other properties continue to be seized, or enforcement actions continue, i.e. after the transfer of ownership, seizures are imposed on other assets.
10. According to information received from the Sequestered and Confiscated Assets Administration Agency, which currently administers the MCA and Final companies, it appears that the MCA company has generated 2,992,382,782.00 lek in revenue by the end of 2023 (30 million Euros only from the collection of liabilities considered as bad debt), while the Final company 679, 629,625 (about 6.8 million Euros - liabilities considered as bad debt).
11. The above-mentioned illegal gain does not include the value of the properties transferred to the ownership of MCA and Final through completely fictitious auctions, according to the bailiff's decision on the transfer of ownership. Due to the very high number, it has not yet been possible to accurately determine the number of immovable properties lost by citizens in fictitious auctions, but according to information received from the Agency for the Administration of Sequestered and Confiscated Assets, the number of properties is around 1700 immovable properties.
