Abuses even with the mentally ill, how the construction costs of the Vlora Psychiatric Hospital increased!

Abuses of power do not spare the mentally ill, where the construction of the Vlora Psychiatric Hospital has gone through a long ordeal of paperwork, which has increased costs to the maximum. In 2023, the government allocated 1.5 million euros for the reconstruction of the premises. Out of 9 companies in the competition, the leaders of the Psychiatric Hospital went to the 7th highest offer, disqualifying 6 companies that offered less, with differences of up to 500 thousand euros with the winner.

But these leaders did not stop with the big tender. Although they gave the winner the maximum value, they also signed a modification of the contract, giving the winning company another 300 thousand euros. A pure abuse, which does not even spare shelters for people in need, where timely service can prevent serious criminal incidents.

The Vlora Psychiatric Hospital has been involved in dozens of abuse scandals, from mistreatment of patients, miserable conditions, malnutrition or even laundry services. It seems that the leaders of this hospital have "immunity" from abuses, as they increase them day by day, even at the expense of the mentally ill.

The above announcement was published a few days ago in the Public Procurement Agency by the “Ali Mihali” Psychiatric Hospital in Vlora. According to documents available to VoxNews, the leaders of this institution have published the object of the procurement procedure “Contract modification 'reconstruction of supported houses”. The allocated fund is 28,859,862 lek, or about 300 thousand euros. It concerns “construction works for buildings related to health and social services, crematoriums and public bathrooms”.

What is contract modification?!

Currently, the institutions have changed the names of the contract addenda, where from addenda they now call it modification. In fact, it is the same thing, where the winning firm of the large tender receives 20% of the fund with only one signature. This is where the managers and supervisors of the works come into play.

But didn't the winning firm get the entire limit fund?!

VoxNews reviewed the documents of the big tender of 2023. At that time, all competing operators except the winner were disqualified. In fact, the disqualified firms had offered less!

On April 11, 2023, the Psychiatric Hospital announced the winner of the tender for the "reconstruction of supported housing", with a duration of 10 months. So, the works should have been completed in February 2024. But, we are at the end of 2024 and they have not been completed yet, but more money is being given to complete them.

The big tender had a value of 149 million new lek, while the winning firm "NDREGJONI" offered 146 million. One firm also offered 99 million to build it, but was disqualified. As were several other firms that offered less. So, although the winner received 500 thousand euros more than the lowest bid, he still did not complete the works, while these leaders have "rewarded" him with another 300 thousand euros!
